Notice of Intent: NB671000-17-02099 Description of Contract Action: CISCO Adaptive Network Security Appliances Post Date: 03/30/2017 Close Date: 4/07/2017 File Name: NB671000-17-02099/ CISCO Adaptive Network Security Appliance Contact Points: Michael Fredericks, Contracting Officer (303) 497-7763 This requirement is conducted under Federal Acquisition Regulation (FAR) 13.106-1(b). This is a notice of intent to award a sole brand procurement action and is not a request for competitive proposals. Firms who want to challenge the sole brand must submit an interest letter that demonstrates your firm's ability to provide an equivalent supply as described below. Interested parties must provide rationale as to why they should be considered. All interested firms must respond to this special notice by 7 April 2017, 2:00 pm, Mountain Time to Michael Fredericks at michael.fredericks @nist.gov. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. NIST will not reimburse for any costs connected with providing the capability information. Description: The National Institute of Standards and Technology (NIST), intends to award on a brand name basis under the authority of FAR 13.106-1 (b) for a CISCO Adaptive Security Appliances. Brand Name determination is based on the market research that shows only CISCO can manufacture the necessary hardware to meet the specifications. The NAICS code 541519 – Other Computer Related Services, with a size standard of 150 personnel will be used. DELIVERABLES: The contractor shall provide the CISCO Adaptive Security Appliances per the specifications below. Specifications NB671000-17-02099 TITLE: Cisco Adaptive Security Appliances (ASA) LAB REQUESTING SERVICE: Communications Technology Laboratory, Public Safety Communications Research (PSCR) I. BACKGROUND INFORMATION PSCR laboratories provide research, development, testing, and evaluation to foster nationwide communications interoperability. The PSCR Long Term Evolution (LTE) telecommunications demonstration network requires a robust network backbone, which connects to the NIST enterprise network as a means to connect to the Internet and Cooperative Research and Development Agreement (CRADA) partners. Due to the connection to the NIST enterprise network, a robust set of security appliances and protocols are required to meet strict network security policies. II. DELIVERY/PERIOD OF PERFORMANCE Purchased equipment, licenses, and support to be delivered not later than 30 days after receipt of order (ARO). The licenses and support shall be for a period of five (5) years. IV. PLACE OF PERFORMANCE All purchased equipment, licenses, and support shall be delivered to the government facility. Normal duty hours are Monday through Friday, 8:00 a.m. to 4:30 p.m. with the exception of Federal holidays. V. PERFORMANCE REQUIREMENT SUMMARY Upon delivery of all listed equipment, licenses, and support, the PSCR technical POC will examine each item for proper operation. BRAND NAME JUSTIFICATION This is a Brand Name justification for Cisco Adaptive Security Appliances (ASA). The NIST/CTL Public Safety Communications Laboratory (PSCR) Long Term Evolution (LTE) telecommunications demonstration network requires a robust network backbone which connects to the NIST enterprise network as a means to connect to the Internet and Cooperative Research and Development Agreement (CRADA) partners. Due to this connection to the NIST enterprise network, a robust set of security appliances and protocols are required to meet strict network security policies. The Cisco ASA 5516 with FirePOWER services is intended to be a 100% compatible upgrade for the Current Cisco ASA 5515 with the addition of enhanced remote VPN client services and Firepower management console, required for NIST security compliance and assessment. No other equipment can substitute for this Cisco ASA system due to the ease of integration as well as employee training investments and skill-sets. Replacement with a brand other than Cisco ASA would result in complete system rebuilds, incompatibilities and loss of skill set investment, requiring retraining and certification.
