Description
The Military Sealift Command (MSC) requires a support vessel and crew to be used during the underway phase of exercise SEA BREEZE 2017, 18 Jul - 21 Jul 2017. The vessels will be used as a training platform to facilitate compliant boarding exercises in the North West Black Sea. The contractor shall provide one (1) training vessel to facilitate boarding exercises in the North West Black Sea. The training vessel will need to accommodate a Control Team onboard. The Control Team (Government) will rendezvous anchor or pier side in Port of Nikolaev River or Port of Odessa in Ukraine on 18 Jul 2017 no later than 0100 hours local time. The Control Team will consist of up to ten (10) members and include a USN Petty Officer, a US Medical Officer, a US linguist, and a USN cameraman. The vessel will embark and disembark, at anchor or pier side, a control team in either Nikolaev River Port or Port of Odessa Ukraine. The Control Team will embark the vessels on 18 Jul at 0500 hours and disembark the training vessels NLT 21 Jul at 2000 hours local time. Boarding events will occur in international waters in and around The Black Sea starting on the morning of 18 Jul until 21 Jul, ending no later than 1100 hours local time. During the duration of the exercise, the training vessel will receive instructions from exercise controllers to reach waypoints in the North West Black Sea. Boardings by exercise participants will occur in operation areas just outside the territorial waters of Ukraine. Exact operation areas will be identified prior to the start of the exercise.
