- S&RTS UAE - RFI Questionnaire S&RTS UAE - RFI Cover Letter USTRANSCOM Acquisition Directorate is seeking industry input as it relates to the anticipated follow-on contract for Stevedoring and Related Terminal Services (S&RTS) in UAE. Please provide answers to the attached market research questionnaire. THIS IS NOT A REQUEST FOR PROPOSALS OR SOLICITATION. WE ARE SEEKING INDUSTRY INPUT FOR MARKET RESEARCH PURPOSES ONLY. PLEASE DO NOT SUBMIT PROPOSALS IN RESPONSE TO THIS MARKET RESEARCH. DESCRIPTION OF SERVICES: The Contractor shall provide stevedoring and related terminal services in connection with the receipt, disposition, processing, and loading/discharging of vessels at the Port of Jebel Ali, United Arab Emirates. The Contractor shall provide aerial port operations in connection with air cargo handling at Al Maktoum International Airport. The Contractor shall provide sufficient qualified labor, gear and equipment and materials to satisfy the requirements of this contract. The general scope of S&RTS and Air Cargo Handling includes: • Loading/Discharging • Receipt of Cargo • Disposition of Cargo • Stuffing/Unstuffing of Cargo • Intra-Terminal Transfer of Cargo • Onward Movement of Cargo • Management Expertise • Customs Brokerage Services • Logistics and Tracking NAICS Code: 488320 (Marine Cargo Handling), 488510 (Freight Transportation Arrangement) Period of Performance: 17 Jan 2018 through 16 Jan 2019 plus four (4) one-year options taking performance through 16 Jan 2023. The Government anticipates issuing an Indefinite Delivery Indefinite Quantity (IDIQ) contract with base period of performance of one year and four (4) one-year option periods, for a possible five year contract. In addition, FAR clause 52.217-8, Option to Extend Services, will be included, possibly extending the period of performance an additional six (6) months. Award will be made on the basis of a Lowest Price Technically Acceptable source selection in accordance with FAR 15.101-2. A Request for Proposal (RFP) should be available on FBO.gov on or about May 2017. No hardcopies of this solicitation will be issued. All responsible sources may submit a proposal which shall be considered by USTRANSCOM/TCAQ. The solicitation shall be posted in its entirety at this website.
