- THIS IS A PRE-SOLICITATION SYNOPSIS ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. Scope of Work: The Contractor shall provide all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide snow removal and hauling services at the Naval Support Activity Complex 700 Robbins Avenue Philadelphia PA 19111. The performance objectives for this effort are as follows: a. Pavement Sweeping Services: the contractor shall sweep paved surfaces and roads to ensure surfaces are clear. b. Snow and Ice Removal Services: the contractor shall provide snow and ice removal services to ensure designated paved surfaces are safe. c. Snow Management: the contractor shall manage snow piles and windrows to ensure streets, roads and parking lots can be cleared to their full width and maintain safe visibility for motorists. d. Deicing Operations: the contractor shall be responsible for providing, storing and spreading deicing materials. The contractor shall also provide, maintain and place deicing material containers at designated locations to ensure sufficient deicing materials are available to building occupants. This solicitation will be issued as a request for proposal (RFP) in accordance with Federal Acquisition Regulation part 15 under the solicitation number: N40085-17-R-4101. North American Industry Classification System (NAICS) Code is 561730 and the size standard is $7.5 Million. This solicitation shall be set aside for 100% Small Business in accordance with Federal Acquisition Regulation (FAR) 52.219-6 Notice of Total Small Business Set Aside. The Government will only accept offers from small business concerns. This will be a firm fixed price contract. The resulting contract will be awarded as a combined Firm Fixed Price (FFP) / Indefinite Delivery/Indefinite Quantity (IDIQ) contract for a base year and four one-year option periods, for a total of five years. The solicitation will be limited to the electronic medium only. All documents will be in the Adobe Acrobat PDF file format via the internet. The free Acrobat Reader, required for the PDF file, can be downloaded from the adobe website. The address for downloading this solicitation from the Internet is https://www.neco.navy.mil and will be available on or about 15 April 2017. The estimated proposal due date shall be at least 30 days after the RFP is posted. Contractors are encouraged to register for the solicitation when downloading from the Navy Exchange Commerce Online (NECO) website. Notification of any changes to this solicitation (Amendments) shall be made only on the internet. Therefore it is the contractor ™s responsibility to check the Internet site daily for any posted changes to the solicitation. All technical inquiries may be addressed to Kellee J. The electronic annual representations and certifications are effective until one year from date of submission or update to ORCA.
