Description
INTRODUCTION This is a pre-solicitation non-competitive (notice of intent) synopsis to award a purchase order without providing for full or open competition (including brand-name). THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR PROPOSAL. A SOLICITATION WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Institute on Drug Abuse (NIDA), Consolidated Station Support and Simplified Acquisitions (CSS/SA) Branch intends to negotiate and award a purchase order to the Johns Hopkins University School of Medicine Department of Neuroscience (JHU) for program management and liaison services in support of a collaborative graduate student rotational program between the NIDA Intramural Research Program (IRP) and JHU without providing for full and open competition (including brand-name). NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 541990 with a Size Standard of $15 Million. REGULATORY AUTHORITY The resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-94/95, dated January 19, 2017. This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source and is not expected to exceed the simplified acquisition threshold. Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. DESCRIPTION OF REQUIREMENT Purpose and Objectives The purpose of this requirement is acquisition of program management and liaison services to support a collaborative graduate student rotational program between the National Institute on Drug Abuse (NIDA) Intramural Research Program (IRP) and the Johns Hopkins University School of Medicine Department of Neuroscience (JHU). Period of Performance The anticipated period of performance is twelve months from date of award. A firm fixed price purchase order is contemplated. Project Description The Contractor must be able to provide the following services: 1. Prepare documentation and book JHU classroom space for the course taught at JHU by Drs. Antonello Bonci and Jean Lud Cadet. 2. Liaise between the NIDA IRP and JHU students to schedule graduate student rotations. 3. Enter graduate student rotational program data into JHU systems to ensure students receive JHU course credit. 4. Prepare rotational program documentation for Johns Hopkins graduate students as well as documentation for any required clearances, Johns Hopkins Health Care system and liability insurance, etc. 5. Provide oversight of Johns Hopkins graduate students working in the NIDA IRP. 6. Provide monthly and annual reports to the Contracting Officer's Representative (COR) regarding the graduate student rotational program. The estimated level of effort is one (1) part-time individual. It is estimated that 1,040 hours will be required. CONTRACTING WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME) DETERMINATION The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted. Specifically, the program management and liaison support services necessary require that the contractor be able to access JHU systems, including student information, coursework records, and JHU facility reservation systems. These systems may include personally identifiable information and only JHU employees may access these systems. Accordingly, only JHU is capable of meeting the needs of this requirement. Wolfe Street Baltimore, MD 21205 CLOSING STATEMENT THIS SYNOPSIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received by the closing date of this notice and must reference the solicitation number.
