- MARKET RESEARCH PURPOSES ONLY NOT A REQUEST FOR PROPOSAL OR SOLICITATION This is a Sources Sought notice to determine the availability of Small Businesses capable of supplying the required supply item/services. This notice is for planning purposes only, and does not constitute an invitation for Bids, Request for Proposal or Request for Quotation or an indication the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this notice. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The appropriate NAICS code for the acquisition is 334516 -- Analytical Laboratory Instrument Manufacturing; Small Business Size standards 1,000 employees. Background: The Food and Drug Administration (FDA), Center for Food Safety and Applied Nutrition (CFSAN) scientific studies of interest to CFSAN related to the 2H-SNIF-NMR method: The Site-specific Nuclear Isotope Fractionation by Nuclear Magnetic Resonance (SNIF-NMR) methodology has been used for many years to determine the origin and authenticity of many food products including, but not limited to, fruit juices, wines, spirits, syrups, and vanilla. There are two separate versions of the methodology which provide complementary information. First, there is the deuterium-detected version of the experiment, 2H-SNIF-NMR. Some examples of 2H-SNIF-NMR include: the use by the Customs and Border Protection (CBP) lab in Savannah, GA to detect adulteration in fruit juices and spirits (CPB Lab Bulletin, vol. 12 no. 1), and the use by Eurofins and the University of Nantes to detects added-sugar adulteration of maple syrup (J. Agric. Food Chem. 1996, 44, 3206-3213). Detecting adulteration of these and other food commodities has been, and continues to be, an ongoing concern at the Office of Regulatory Science (ORS) and CFSAN and the subject of several studies and investigations into possible methodologies of detection and monitoring. The requested probe and console are required to carry out the 2H-SNIF-NMR measurements as described in several official methods such as the AOAC Official Method 995-17, Beet Sugar in Fruit Juices (SNIF-NMR Method, AOAC International.) The 2H-SNIF-NMR measurement uses most of the same equipment and methodology as the 13C-version but requires a specialized fluorine-19-lock-deuterium-detected probe that is not a part of the 13C-version. This probe and the console needed to run it is the subject of the acquisition request. Statement of Need: CFSAN requires a Console Upgrade & Deuterium Probe for 400 MHz NMR Spectrometer to perform the deuterium version of the SNIF-NMR (site-specific nuclear isotope fractionation by nuclear magnetic resonance spectroscopy) method. This will allow the testing and verification of the deuterium SNIF method on many different sugar and carbohydrate containing products. Specifications: 1. The system shall be compatible with standard NMR probes as well as the required deuterium probe. 2. The system shall be capable of performing deuterium SNIF measurements. 3. The required probe and console shall be capable of performing all standard NMR methods as they apply to the SNIF NMR methods. 4. The console shall include all components necessary to run both basic NMR probes and the deuterium probe. 5. All amplifiers, signal generation units, computer control boards, and other essential components shall to be compatible with both basic and deuterium detect probes. 6. Shall include electronics necessary for a fluorine (19F) magnetic-field lock. 7. The system shall be shown to be SNIF NMR capable and compatible upon installation. 8. The system shall include a one (1) year factory warranty from the time of government acceptance. Though the target audience is small business or small businesses capable of providing baboons from another small business, all interested parties may respond. At a minimum, responses shall include the following: 1. Business name and bio, DUNS number, business address, business website, business size status (i.e., SB, VOSB, SDVOSB, HUBZone SB, SDB, WOSB, LB), point of contact name, mailing address (if different from business address), phone number and email address. Provide this same information again if responding to provide a service offered by another firm. 2. Past Performance information shall include date of services, description, dollar value, client name, Client address, client contact name, client point of contact mailing address (if different from that provided for client), client point of contact phone number, client point of contact email address, and name of company (to include DUNS number and size status) if not the respondent. 3. Descriptive literature, brochures, marketing material, etc. detailing the nature of services the responding firm is regularly engaged in providing. 4. If applicable, identification of the firm's GSA Schedule contract(s) by Schedule number and SINs that are applicable to this potential requirement are also requested. If a large business, provide if subcontracting opportunities exist for small business concerns.
