**NON-COMPETITIVE SYNOPSIS** ***PLEASE CONTACT KELCEY EDDINGS WITH ANY TECHNICAL QUESTIONS OR TO SUBMIT CAPABILITIES TO KELCEY.A.EDDINGS@NASA.GOV *** NASA/MSFC has a requirement for the annual renewal of twenty-two (22) licenses of PC Signal, an existing software that is currently being used by the ER42 department and many others to analyze test data. NASA/MSFC intends to purchase the time displays from AI Signal Research, Inc. (ASRI) on a sole source basis. PC Signal software is currently being used by Marshall Space Flight Center (MSFC) to perform analysis of propulsion and dynamic systems test data. Specifically, the software is used for dynamic system characterizations of integrated propulsion systems, sub-systems and components. It is used to analyze high frequency dynamic data from liquid rocket engine and solid rocket motor hot fire testing, time-accurate CFD predictions, turbo-machinery, inducer-impeller and turbine cold flow tests. ASRI, as the developer and distributor of the software, is the only source for the renewals for the existing licenses which have the capability to support the vibration or acoustic efforts required by MSFC Organizations. This software has been used by the acoustic analysis team for several years. The PC Signal software is proprietary to ASRI and offers compatibility of current systems for vibration/acoustic analysis for rotating machinery. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact (KELCEY.A.EDDINGS@NASA.GOV) no later than April 5, 2017 by 12:00 p.m. CST. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit capabilities which shall be considered by the agency.
