- Background: The Federal Aviation Administration (FAA) Extension, Safety, and Security Act of 2016 (Pub. L. 114-190) (FESSA) was enacted on July 15, 2016. Section 2307 of FESSA, Medical Certification of Certain Small Aircraft Pilots, directed the FAA to issue or revise regulations to ensure that an individual may operate as pilot in command of a covered aircraft without having to undergo the medical certification process under 14 CFR part 67 if the pilot and aircraft meet certain prescribed conditions as outlined in FESSA. The FAA is amending parts 61 and 91 and creating a new part 68 to conform to this legislation. Abstract: The FAA invites nonprofit or not-for-profit general aviation stakeholder groups to notify the FAA of their interest in providing an online medical course. The course must meet the requirements of The FAA Extension, Safety and Security Act of 2016 (FESSA). This course must remain available on the internet free of charge to any general aviation pilot interested in taking the training. The course offering cannot be exclusive to affiliated members nor can the course require membership fees. Pilots will be linked to course providers course via weblink via the faa.gov website. The FAA will not be providing any payment or reimbursement for expenses in the development or operation of the course. Course content is subject to FAA review. The course educates pilots on conducting medical self-assessments; advises pilots on identifying warning signs of potentially serious medical conditions; identifies risk mitigation strategies for medical conditions; increases awareness of the impacts of potentially impairing over-the-counter and prescription drug medications; encourages regular medical examinations and consultations with primary care physicians; informs pilots of the regulations pertaining to the prohibition on operations during medical deficiency and medically disqualifying conditions; and provides the checklist developed by the FAA in accordance with FESSA. The FAA reserves the right to enter into memoranda of agreement with as many as five qualified organizations or with none. Interested parties that are nonprofit or not-for-profit organizations must show they have expertise and experience in aeromedical content, online training and general aviation advocacy.
