STATEMENT OF WORK __________________________________________________________________________________ STATEMENT OF WORK (SOW) FOR WATER SYSTEM CORRECTIVE ACTIONS FOR DEPARTMENT OF ENVIRONMENTAL PROTECTION (DEP) COMPLIANCE FORT DEVENS, MASSACHUSETTS U.S. ARMY GARRISON FORT DEVENS 30 QUEBEC STREET DEVENS, MA 01434 SPECIFICATION NO. PWE-502A1-7A 30 DECEMBER 2016 DEP CORRECTIVE ACTIONS FOR FORT DEVENS MA STATEMENT OF WORK PART 1 GENERAL 1.1 BACKGROUND US Army Garrison Fort Devens also known as Devens Reserve Forces Training Area is an Army Base located 30 miles northwest of Boston MA in Devens MA. US Army Garrison Fort Devens commands, controls, operates, and maintains the base. US Armed Forces train at the base facilities. The Directorate of Public Works (DPW) operates and maintains the buildings, facilities, roads, utilities, grounds, ranges, and real property; provides engineering services, municipal services, facilities management, master planning, and environmental stewardship in support of the US Army Garrison, Tenant Units and Activities, and Regional Organizations. 1.2 DESCRIPTION OF SYSTEM Well #01G: The well is a 24-inches diameter, 75 feet deep, screened well with a pumping capacity of 25 GPM. It is located on Dixie Road. The well head is enclosed in a subgrade vault that also houses pump controls and a liquid chlorinator. The well discharge is piped to the Bulk Water Supply Point at Building 4329 on Dixie Road. The underground pipeline ends with two hydrants. The well is registered with the Commonwealth as a Transient Non-Community Water Supply (Reg. #2147006; Well 01G). Well #02G: The well is a 6-inches diameter, 73 feet deep, screened well with a pumping capacity of 3 GPM. It is located on Dixie Road. The well head is enclosed in a subgrade vault. The well discharge is piped to a mechanical room located in Training Facility 11 located at Building 4322 on Dixie Road. The mechanical room houses pump controls and a liquid chlorinator. The well is registered with the Commonwealth as a Transient Non-Community Water Supply (Reg. #2147006; Well 02G). Well #03G: The well is a 4-inches diameter, 70+ feet deep, screened well with a pumping capacity of approximately 30 GPM. The pump is located in the well bore. The well head is located about 300 feet South west of Building 4217 on Jackson Road. The well discharge is piped to a mechanical room and utility mezzanine in Building 4217 houses pump controls and a pressure tank and a liquid chlorinator. The well is registered with the Commonwealth as a Transient Non-Community Water Supply (Reg. #2147006; Well 03G). Base Camp Integration Laboratory (BCIL): The BCIL is located in South Post Training Area 9A on Bivouac Road. Bulk water is being supplied to this site until new well is approved and constructed. The stored water and the water system will be tested and analyzed in accordance with Massachusetts DEP regulations and requirements PART 2 SERVICE 2.1. DESCRIPTION OF WORK The Contractor will provide all plant, labor, equipment, and materials necessary to provide services to USAG Fort Devens Directorate of Public Works at Fort Devens to meet the requirements for compliance with Massachusetts DEP requirements as outlined from the following inspections. 2.1.1 Mass DEP Sanitary Survey Corrective Actions (NON-CE-14-5D024) Massachusetts DEP inspected the Public Water System on December 4, 2014 and issued a Sanitary Survey including a Notice of Noncompliance. The Contractor will provide all plant, labor, equipment, materials, and perform all operations and services to correct the deficiencies cited except development of new water sources on Trainfire Road near the FBI Training Facility and within Training Area 9A for Base Camp Integration Laboratory. The deficiencies for the water sources will be corrected by a separate contract. 2.1.2 Mass DEP Enforcement Action Corrective Actions (NON-CE-14-5D109) Massachusetts DEP cited the Public Water System on October 15, 2014 for exceeding the maximum contaminant level for coliform bacteria and issued a Notice of Noncompliance. The Contractor will provide all plant, labor, equipment, materials, and perform all operations and services to correct the deficiencies and citations. 2.1.3 Mass DEP Enforcement Action Corrective Actions (NON-CE-14-5D566) Massachusetts DEP cited the Public Water System on September 10, 2014 for exceeding the maximum contaminant level for coliform bacteria and issued a Notice of Noncompliance. The Contractor will provide all plant, labor, equipment, materials, and perform all operations and services to correct the deficiencies and citations. 2.2 GENERAL ACTIVITIES The contractor shall start this work within 15-days from the notice to proceed. The first day of the project will be considered to be the kick off meeting that will be held at USAG Fort Devens, Directorate of Public Works, Environmental Division, 30 Quebec Street, Building 666, Devens, MA 01434. 2.3 SPECIFIC TASKS TASK 1: Area 9A. Installation of subsurface drywell for disposal of flow-through water from the chlorine analyzer.  Mobilize manpower and earthwork equipment to subject site.  Locate area of excavation and Premark for Dig Safe.  Excavate are to an approximate depth of 5.5 feet below grade surface.  Install up to 6" of %" washed stone on the bed of the drywell excavation.  Lower (1) Shea Concrete Drywell model DW-500SDWH, H20 load rated drywell. To have dimensions of 6' in diameter by 72" in depth.  Install Geotextile Fabric (per detail) on the top and sides of proposed drywell. Geotextile fabric to be placed between sidewall of excavation and proposed crushed stone.  Install up to 1' thick of 3/4" crushed stone between the proposed drywell and Geotextile Fabric. Stone will be terminated at top of sidewalls of drywell.  Excavate approximately 2.75' deep trench, approximately 30' long between Area 9A water facility and proposed drywell invert.  Core foundation wall and brake up floor of Area 9A water building to accept the 4" PVC pipe  Install 4" PVC schedule 40 pipe from the interior of the Area 9A building and the proposed drywell. The interior of the building will be fitted with a trap/funnel configuration.  Backfill area of excavation to machine grade conditions.  All excess material will be disposal of in a preapproved onsite area within Fort Devens that is pre-approved by the Contracting Officer. TASK 2: South Post Well #2. Chapter 6 compliance upgrade.  Mobilize manpower and equipment to the subject site.  Remove the current electrical controls to the water system pump and reconfigure to the proposed Mass D.E.P Chapter 6 compliance electrical controls for the purpose of well pump shut down in the event of high chlorine alarm.  Reconfigure distribution piping at the interior of South Post's well pit as per print.  Remove existing water meter.  Install (1) new Badger M-2000 digital flow meter with pace on flow capabilities via 4-20MA signaling.  Install (1) new PLC based control panel to support the proposed upgrades. Upgrades include, operate the newly proposed chemical injection pump via pace on flow. Panel will be capable of having a hand-off-auto switch through the door for chemical feed pump control. The chemical feed pump power will be supplied out of the new panel via a twist lock receptacle. When placed in auto mode the pump will be interlocked to the well pump call to run, as well as paced on flow. When the pump is in the hand position it will activate a preset timer that will disable the chemical feed pump in the event that the timer expires (15min) and sound an alarm. (Alarm may be panel mounted only), as well as activate a red or yellow light on the exterior of the South Post well Pit per note II9 on the provided prints.  Install (1) Kuntze Instruments model Krypton Multi Stabilflow (or equal) chlorine analyzer, to monitor low chlorine residual and high chlorine residual. System will sound an alarm on low CL level and if High CL level (above 4mgl). The well pump will be shut down and locked out until the water system operator can reset. The proposed Cl analyzer will require to discharge water at a constant rate to drain. The provided prints do not show a drainage area or leaching pit to accept the discharge water. This estimate does NOT cover the cost of leach pit installation, which is included as item #4 in this letter.  Install (1) Partlow MRCSOOO circular chart recorder (or equal) that will accept a 4-20MA signal from the CL analyzer to trend daily cl residual. Price includes (1) box of replacement charts.  Install (1) Milton Roy AD9 (or equal) chemical injection pump capable of pumping up to 0.33 gallons per hour (GPH). Pump to have 4 function valve and be capable of receiving a 4-20MA pace on flow signal. Pump to be mounted on preexisting double walled chemical storage tank.  Install and commission proposed equipment  Mount, wire and test proposed electrical equipment.  Furnish (3) operations and Maintenance manuals specific to water system upgrades. TASK 3: South Post Well #1 (FAC-11). Chapter 6 compliance upgrade.  Mobilize manpower and equipment to the subject site  Remove the current electrical controls to the water system pump and reconfigure to the proposed Mass D.E.P Chapter 6 compliance electrical controls for the purpose of well pump shut down in the event of high chlorine alarm.  Reconfigure distribution piping at the interior of FAC 11's building as per print  Remove existing water meter  Install (1) new Badger M-2000 digital flow meter with pace on flow capabilities via 4-20MA signaling  Install (1) new PLC based control panel to support the proposed upgrades. System will sound an alarm on low CL level and if high CL level is met (above 4mgl) the well pump will be shut down and locked out until the water system operator can reset. The proposed Chlorine analyzer will be required to discharge water at a constant rate to drain. The provided prints do not show a drainage area or leaching pit to accept the discharge water. TASK 4: Installation of subsurface drywell for disposal of flow-through water from the chlorine analyzers for Well #2 and Well #1.  Mobilize manpower and earthwork equipment to subject site.  Locate area of excavation and pre-mark for Digsafe.  Excavate to an approximate depth of 7.05 feet below grade surface.  Install up to 6" of 3/4" washed stone on the bed of the Drywell excavation.  Lower (1) Shea Concrete Drywell model DW-500SDWH, H20 load rated drywell, to have dimensions of 6' in diameter by 72" in depth.  Install Geotextile Fabric (per detail) on the top and sides of proposed drywell. Geotextile fabric to be placed between sidewall of excavation and proposed crushed stone.  Install up to 1' thick of 3/4" crushed stone between the proposed drywell and Geotextile Fabric. Stone will be terminated at top of sidewalls of drywell.  Excavate trench, approximately 90' long between the FAC 11 water facility and proposed drywell invert. Excavate an additional trench approximately 11 5' long between the South Post well 2 pit and the proposed drywell location.  Core foundation wall and brake up floor of FAC 11 boiler room building to accept the 4" PVC pipe  Install 4" PVC schedule 40 pipe from the interior of the FAC 11 and South Post Well building and the proposed drywell. The interior of the building will be fitted with a trap and funnel configuration.  Backfill area of excavation to machine grade conditions.  Perform repair on the existing pavement and sidewalks that will be broken up and removed in order to continue the trench and pipe installation.  All excess material will be disposal of in a preapproved onsite area within Fort Devens that is pre-approved by the Contracting Officer. PART 3 OTHER REQUIREMENTS 3.1 SUBMITTALS Upon the initiation of the contract, the contractor shall submit his selection for a testing laboratory along with copies of the current registrations for the operator(s). All Massachusetts DEP reporting shall be submitted directly to the Mass DEP electronically or in paper copy by the Contractor. A copy of all such reporting shall be provided to Fort Devens within 15 days of submittal to the Mass DEP. Any reports involving the repair and replacement of Government provided equipment shall be submitted directly to Fort Devens. A copy of the Annual Statistical Report shall be submitted to both Mass DEP and Fort Devens. Corrective Action Plans shall be submitted to Fort Devens DPW in draft form prior to submittal to the Massachusetts DEP. The Fort Devens DPW will review and approve documents for submittal. The contractor should allow a review period of 7 calendar days. 3.2 CONTRACTOR MANPOWER REPORTING The contractor shall report all contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the 99th Regional Support Command via secure data collection site. The contractor is required to completely fill in all required data fields using the following address: http://www.ecmra.mil Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013.
