Description
The National Institute of Standards and Technology (NIST) seeks information on commercial vendors that can provide area radiation monitoring systems. The mission of the NIST Center for Neutron Research (NCNR) is to assure the availability of neutron measurement capabilities to meet the needs of U.S. researchers from industry, university and other Government agencies. In support of its mission NCNR is required to maintain a radiation monitoring system to alert personnel to elevated doses rates near the experimental facility. The intent of this requirement is to purchase a commercial area radiation monitoring system which will be used throughout the plant. NCNR is looking for area radiation monitors and an accompanying data acquisition and monitoring system that can meet the specifications provided below: • A dose range between 1mRad/HR to 100 Rad/HR, flat rate response with in dose rate ± 20% of true value to gamma radiation ranging in energy from 100 keV to 2 MeV, operation of minimum 3 years at a radiation level of 1 Rad/HR for the detector, continuous operation of minimum 5 years at a radiation level of 5 mRad/HR for the ratemeter unit. Total Integrated Dose (TID) limits must be specified. • A dose range between 0.01 mRad/HR to 10 Rad/HR, flat rate response with in dose rate ± 20% of true value to gamma radiation ranging in energy from 100 keV to 2 MeV, operation of minimum 3 years at a radiation level of 10 mRad/HR for the detector, continuous operation of minimum 5 years at a radiation level of 1 mRad/HR for the ratemeter unit. Total Integrated Dose (TID) limits must be specified. • A Data Acquisition and Display Unit that allow access control, display of individual area radiation monitor alarms, set channel alarm set point, drive check sources, calibrations, and removal from service After the results of this market research for an area radiation monitoring system are obtained and analyzed, NIST may conduct a competitive procurement and subsequently award a contract. If at least two qualified small businesses are identified during this market research stage, then any competitive procurement that resulted will be conducted as a small business set-aside. NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 334519, as those domestic sources having 500 employees or less. Please include your company's size classification and socio-economic status in any response to this notice. Companies that can provide area radiation monitoring systems are requested to email a detailed report describing their abilities to cory.worley@nist.gov no later than the response date for this sources sought notice. The report should include achievable specifications and any other information relevant to your capabilities. Also, the following information is requested to be provided as part of the response to this sources sought notice: 1. Name of the company that manufactures the system components for which specifications are provided. 2. Name of company(ies) that are authorized to sell the system components, their addresses, and a point of contact for the company (name, phone number, fax number and email address). 3. Indication of number of days, after receipt of order that is typical for delivery of such systems. 4. Indication of life expectancy for radiation monitors and preventative maintenance information 5. Indication on interface and diagnostics for monitoring units and supporting systems 6. Indication on data acquisition and display of area radiation monitoring system 7. Indication of whether each instrument for which specifications are sent to cory.worley@nist.gov are currently on one or more GSA Federal Supply Schedule contracts and, if so, the GSA FSS contract number(s). 8. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research.
