- 17SNB73_ATT1 N0016417SNB73 - REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT - IP VIDEO SURVEILLANCE CAMERAS AND ACCESSORIES - FSC 5810 - NAICS 334290 Issue Date: 30 March 2017 - Closing Date: 14 April 2017 - 2:00 PM EST REQUEST FOR INFORMATION (RFI) - Naval Surface Warfare Center (NSWC) Crane is issuing this RFI/Sources Sought announcement as part of market research for IP video surveillance cameras and accessories. NSWC Crane has a requirement for IP based high definition surveillance cameras, Ethernet media converters, PoE power devices, range extenders, multiplexers, decoders, and legacy transition hardware (analog to digital converters). The camera replacements specifications require wired security cameras with a minimum of 720p video resolution that operate on 15-60W primary Power over Ethernet (PoE) and must be compatible with both AMAG Symmetry software and Pelco Digital Sentry software. The cameras will be installed in a variety of conditions that may require a wide range of optical zoom capabilities, aspect ratios, mounting options, and dynamic ranges. Pan/Tilt/Zoom (PTZ) cameras will be utilized wherever possible. Quantities and model numbers procured under this proposed action will be based on individual project requirements. Due to the constant evolution of technology, attached is a preliminary list of products expected to be included in this contract. NSWC Crane intends to solicit and negotiate with one source, Axis Communications through its distributers under the authority of 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1 (Only One Responsible Source). The basis for restricting competition to the Axis product line is to avoid roughly $2.3 million in cost duplication and prevent as much as four years unnecessary schedule impact resulting from systems redesign and testing associated with utilizing non-compatible cameras. The replacement video cameras must be capable of software integration with AMAG Symmetry and Pelco Digital Sentry in order to maintain the current cross functional capability at the Government sites. The Axis Communications product line is the only source the Government is aware of that manufactures the required cameras with the software integration compatible with both AMAG Symmetry and Pelco Digital Sentry. In accordance with Department of Defense FAR Supplement (DFARS) Procedures, Guidance, and Information (PGI) 206.302-1, the Government is accepting information from companies potentially capable of meeting the requirements as described above. Companies with the capabilities and facilities to provide components that meet the Government's requirement may respond. Responses for products incompatible with both AMAG Symmetry and Pelco Digital Sentry shall address how the Government can offset the estimated $2.3 million in cost duplication and the schedule delay that are anticipated to result if a new source is utilized. Responses shall include availability, budgetary cost estimate, and lead time of the solution. All interested parties may submit company and product literature, a white paper no longer than 5 pages, and/or other pertinent information, such as a description with performance parameters and a statement of current availability, summary of prior testing, test reports, a budgetary estimate of test articles, production units, production quantity breaks, an explanation as to why the Government should not procure this effort on a sole source basis as stated above. The Government may contact RFI respondents to get clarification on the information submitted. At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This RFI/sources sought does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed.
