This is a notice of intent to award a sole source procurement action and is not a request for competitive proposals. Firms who want to challenge the sole source must submit an interest letter that demonstrates your firm's ability to provide an equivalent supply as described below. Interested parties must provide rationale as to why they should be considered. All interested firms must respond to this special notice by 14 April 2017, 2:00 pm, Mountain Time to Aron Krischel at aron.krischel@nist.gov. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement. NIST will not reimburse for any costs connected with providing the capability information. Description: The National Institute of Standards and Technology (NIST), intends to award on a sole-source basis under the authority of FAR 13.106-1 (b) with Abaco Systems Inc., (4DSP), for a high-speed DAC-ADC Platform for Microwave Multiplexing. Sole Source determination is based on the market research that shows only one vendor manufactures and sells this product. The NAICS code 334511 – Search, Detection, Guidance, Aeronautical, and Nautical System, with a size standard of 1250 personnel will be used. DELIVERABLES: The contractor shall provide the hardware necessary for one integrated data acquisition platform with the required DACs/ADCs and a FPGA that is capable of interfacting with the existing NIST computer over a PCIe bus.. SPECIFICATIONS NB687080-17-02312 TITLE: High Speed DAC/ADC Platform for Microwave Multiplexing I. BACKGROUND INFORMATION The Quantum Sensors Group at the NIST Boulder Laboratories seeks a data acquisition platform to aid in development of a microwave superconducting quantum interference device (SQUID) multiplexed readout for superconducting sensors. NIST is developing a range of cryogenic sensors with multiplexed readout to support applications in materials science, astrophysics, and nuclear security. This data acquisition platform will be used to perform the signal processing necessary to develop a multiplexed readout for arrays of X-ray sensors on the scale of thousands of sensing elements. PURPOSE: The NIST microwave SQUID multiplexing system requires readout electronics capable of handling thousands of channels of cryogenic sensors. The thousands of channels of cryogenic sensors is made possible by having at least eight channels of 16-bit 1 GSPS digital-to-analog converters (DACs) and at least eight channels of 16-bit 1 GSPS analog-to-digital converters (ADCs) along with an field-programmable gate array (FPGA) capable of performing digital signal processing (DSP) on the full data stream. DELIVERABLES: The contractor shall provide the hardware for one integrated data acquisition platform with the required DACs, ADCs and an FPGA that is capable of interfacing with an existing NIST computer over a PCIe bus. TECHNICAL SPECIFICATIONS: The System shall consist of the following components 1. FPGA carrier card (Quantity 1) a. The FPGA for the DSP shall have the following specifications i. At least 1 million system logic cells ii. At least 5000 DSP slices iii. At least 70 Mb of total block RAM b. Supports PCIe Gen3 and at least x8 lanes c. Must have at least 2 FPGA mezzanine cards (FMC) high-pin count card sites that are VITA 57.1-compliant for the DACs and ADCs d. Must have at least 8 GB of DDR4 SDRAM e. Each FPGA carrier card when fitted with 2 FMC cards must meet the 3U height requirement f. Must have a DMA engine compatible with the full data rate of at least two ADC channels g. Must include a reference design showing data transfer from the ADCs to the FPGA and from FPGA to the DACs at 1 GSPS and 16 bits h. All firmware provided must be compatible for use with the vendor software for the FPGA (i.e. Vivado for Xilinx FPGAs or Quartus II for Altera FPGAs) i. All firmware source code is shared with the customer, preferably in VHDL 2. 16-bit DAC channels with a sampling rate of 1GSPS (Quantity 8) a. All eight channels must be able to operate simultaneously at 1 GSPS and 16 bits b. Each channel must have an spurious-free dynamic range (SFDR) greater than 63 dB c. Supports external clock reference and triggering d. Fully compliant to ANSI/VITA 57.1-2010 standard e. Supports coaxial connection using MMCX connectors f. Supports monitoring of board i. power supply ii. temperature iii. offset adjustment 3. 16-bit ADC channels with a sampling rate of 1GSs (Quantity 8) a. All eight channels must be able to operate simultaneously at 1 GSPS and 16 bits b. Each channel must have an effective number of bits (ENOB) of at least 11.3 bits c. Supports external clock reference and triggering d. Fully compliant to ANSI/VITA 57.1-2010 standard e. Supports coaxial connection, either MMCX or SSMC f. Supports monitoring of board i. power supply ii. temperature iii. offset adjustment DELIVERABLE SCHEDULE: 18 weeks after receipt of order (ARO) JUSTIFICATION FOR SOLE SOURCE The required items shown above constitute identical copies of the hardware NIST procured in 2016 as "High-Speed DAC/ADC Platform for Microwave Multiplexing". Abaco Systems Inc. (formerly known as 4DSP LLC) was the only company capable of delivering all of the required hardware to meet the required specifications. Since this time, the Quantum Sensors project at NIST has developed firmware and software to utilize the system purchased to implement scalable microwave multiplexed readout. NIST now requires an exact duplicate "High-Speed DAC/ADC platform for Microwave Multiplexing". The NIST firmware and software can only be used with the request hardware.
