Description

SOURCES SOUGHT #VA261-17-N-0379 ISSUED 03/29/2017 The Vets First Contracting Program within the Department of Veterans Affairs (VA) was created under Public Law, P.L. 109-461 for Service-Disabled Veteran (SDVOSB s) and Veteran-Owned Small Businesses (VOSB s). The Network Contracting Office 21 (NCO 21) Palo Alto contracting office issues this Sources Sought in accordance with (IAW) the Veterans First Contracting Program, the VA Procurement Policy Memorandum (2016-05), 38 U.S.C. 8127(d), and FAR Part 10 to determine if the Rule of Two applies. The Rule of Two will apply by identifying and determining whether offers are likely to be received from two or more capable and verified SDVOSB s or VOSB s at a fair and reasonable price that offers the best value to the United States. SDVOSB s or VOSB s will be verified against the VA Vendor Information Page (VIP). It is anticipated FAR Clause 52.219-14 (c) Limitations on Subcontracting (Jan 2017) will be applicable (c) By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract in the case of a contract for -- Services (except construction). At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. SUBMIT RESPONSES TO THE CONTRACTING OFFICER (Including the following information/verification by the identified deadline.) Reference subject RFI number addressed to the issuing Contracting Officer Provide proof of valid SAM registration https://www.sam.gov/portal/SAM/#1 If, applicable provide valid VIP verification https://www.vip.vetbiz.gov/ Provide dealer authorization from subject manufacturer/source. Provide available product information Identify if products are Open Market or on schedule. If on schedule, provide schedule number Provide approximate lead-time. Provide subject item price list, or supporting price/discount information to aid in determining if a fair and reasonable price will be offered. Provide the reasonable prime/subcontractor performance ratio. Reference Limitations on Subcontracting Clause above (i.e. 100/0, 70/30 or 20/80). If the Rule of Two applies, the anticipated RFQ/solicitation action will be appropriately set aside for VOSB s and SDVOSB ). In the event the Rule of Two does NOT apply, the solicitation will be issued in the contracting order of priority set forth in VAAR 819.7004.
