Kennedy Space Center, Procurement, Kennedy Space Center, FL 32899 Description SOURCES SOUGHT NOTICE Replace Roofs, OSB II & Logistics Bldgs. INTRODUCTION The National Aeronautics and Space Administration (NASA) at the John F. Kennedy Space Center (KSC) is seeking capability statements from all interested parties, including Large, Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Economically Disadvantaged Woman Owned Small Business (EDWOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), and Historically Underutilized Business Zone (HUBZone) businesses for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for two potential construction projects to Replace Roofs, OSB II & Logistics Bldgs. at the Kennedy Space Center, Florida 32899. The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUBZone business set-aside based on responses hereto. The North American Industry Classification System (NAICS) code for this procurement is 238160, title "Roofing Contractors", with a size standard of $15 million. Estimated award date for Replace Roofs, OSB II & Logistics Bldgs. is Spring / Summer 2017. The Government anticipates awarding these two projects separately. Estimated award amount is between $1,000,000 and $5,000,000 (individually). The period of performances will be approximately 6 months for the OSB II building and approximately two years for the Logistics building. SCOPE OF WORK The work to be performed under these projects consists of providing all services as detailed below for the replacement of roofs. The Government anticipates making two awards, one for replacing the roof of the Operations Support Building II (OSB II), and one for replacing the roof of the Logistics Building, both at KSC. Provide all materials, labor, test lab services, permits, support services, tools, equipment, sub-contracts, and transportation to provide support services at both the contractor's normal base of operation and an extended locations. The work will be located at two facilities at Kennedy Space Center. The primary work will be replacing the built up roof membranes; with replacement or repair to insulation, structures, and systems; and may include associated repairs to lightning protection systems, architectural detailing on roof, mechanical and electrical system interfaces, and other associated hurricane damages. Asbestos Containing Material (ACM) is present in various locations of the roof. Heavy metals are not believed to be within the work area. Both buildings shall remain occupied and fully operational during construction. Prior to award, but not as a submission with this capability statement, the contractor will have to provide a phasing plan for the roof removal and roof installation. The phasing plan will show how the contractor intends to keep the facility weather proof and water tight during demolition/deconstruction and re-roofing. The building shall be protected at all times from rain and severe weather. The contractor shall plan on removing a portion of the roof that can be replaced in same day so that the facility will remain water and weather tight. Any interruptions in utilities shall be coordinated in advance with the contracting officer. The phasing plan shall ensure that the roof installation is to be installed so that the roof areas are dried in on a daily basis. CAPABILITY STATEMENT It is requested that interested business firms having the capabilities necessary to meet or exceed all aspects of the effort described herein, submit to the contracting office a capabilities statement demonstrating ability to perform the services listed above. The capability package shall be no more than ten (10) pages in length and printed in not smaller than 12 point type. The capabilities statement will consist of a: 1 page cover sheet referencing Source Sought Notice "NNK17GUMKE_RPL_ROOFS_OSBII_LOG", Capabilities Statement - "Replace Roofs, OSB II & Logistics Bldgs.". And; The remaining nine (9) pages shall include the following: 1. Company Name, DUNS Number, Address, Description of Principal Business Activity, Primary Point of Contact (E-mail address and phone number). 2. Business size and number of employees. Specifically state whether your firm is a large or small business in NAICS Code 238160. Description of principal business activity; number of employees; and specifically identify if you are a HUBZone small business, a service-disabled veteran owned small business, an economically disadvantaged woman-owned small business, or an 8(a) small business. 3. Financial Capability - Provide bonding capacity of your firm and the most current Balance Sheet and Income Statement, and the firm's average annual revenue for the past 3 years. 4. Experience - Provide the number of years in business and listing of relevant work performed in the previous 5 years. Relevant work for the purposes of this Notice can be defined as, but not limited to, the following: a. The contractor shall demonstrate experience demolishing and replacing the roofing systems described in the scope of work above. Including mechanical, electrical, civil, and/or architecture repairs as necessary to complete this work (i.e. lightning protection, roof drainage systems, roof mechanical systems, and architectural detailing). b. The contractor shall demonstrate ability to complete roof replacements, while buildings are occupied, without impacting facility occupants. c. Contractor shall demonstrate compliance with federal and local regulations. d. Contractor shall demonstrate capacity to accomplish work requirements on an accelerate schedule. The following items are not specifically relevant for this sources sought, but are valuable if they can be showed as experienced in: a) Demonstrate the ability to provide warranties that shall not exclude gale force winds and shall contain a rider equal to the design ultimate wind speed. Warranties for designs that have wind speeds up to 160 mph would be preferable. b) Demonstrate experience installing three-ply roofing membrane systems using membrane heating, hot mopping, or adhesive application installation. c) Demonstrate the ability to work at heights over 30 feet. d) Demonstrate the ability to perform pull tests on installed roofing systems. The testing methodologies should be described to demonstrate competence. e) Demonstrated ability to abate asbestos and safely remove hazardous materials. Remaining pages can be used to further elaborate on experience or testing lab information. NASA does not plan to respond to individual responses and does not intend to post information or questions received to any website or public access location.
