Description
This is a Full and Open Competition Sources Sought Notice. A Contractor is needed to restore the finish on all bronze and anodized aluminum surfaces within the base contract scope to their original appearance to include both sides of the exterior and interior doors, vestibule frames, and door headers (where applicable) to include door frames, thresholds, pulls, hinges, push bars, all associated hardware components, handrails, and where applicable, the canopy and gates. Restoration measures may include, but are not limited to, repairing damaged areas, cleaning, the application of polish, and/or a sealant as recommended by the product manufacturer. A pre-qualification evaluation will be used to determine which Offerors are qualified to perform the required restoration and maintenance services. The pre-qualifications evaluation will be done on a "meet" or "does not meet" basis. Pre-Qualifications Instructions 1. The Offeror shall submit its response to the pre-qualification requirements detailed in 1.1 through 1.3 below to the Contracting Officer at arowell@aoc.gov no later than 1:00 pm ET on April 7, 2017. 1.1. The Offeror shall submit documentation showing that the proposed onsite key personnel (project manager/superintendent) has a minimum 5 years of experience in the completion of the requested scope of work at historic buildings. 1.2. The Offeror shall submit a copy of its Representations and Certifications from its System for Award Management (SAM) registration demonstrating that it is registered for NAICS 332812: Metal Coating, Engraving (except Jewelry and Silverware), and Allied Services to Manufacturers or NAICS 238990: Building and Property Specialty Trade Services. 1.3. The Offeror shall provide two (2) awarded examples of restoration (repairing of damage areas) and finishing (of ingress/egress doors to include but not limited to frames, handrail, door frames, thresholds, pulls, hinges, push bars of bronze and anodized aluminum surfaces) work from the last five (5) years. The Offeror shall provide: a. Name of project b. Date of Award - Date of Completion (must be awarded or completed no earlier than March 1, 2012) c. Brief description of the project (to include a description of the work schedule duration start date and completion date and include pictures in color showing before and after restoration results). d. Contract Award Amount - Contract Completion Amount e. Client Point of Contact for Project - including name, phone number and email address. f. Levels of Education and/or Training for the proposed employees Adjectival Ratings for Pre-Qualifications The pre-qualifications will be evaluated using the following adjectival scale: 1. Meet: The Offeror's proposal successfully addresses the Government's pre-qualifications. 2. Does Not Meet: The Offeror's proposal does not successfully address the Government's pre-qualifications. Those Offerors who are evaluated as a "meet" for all the pre-qualifications will be notified and receive a request for proposal. If an Offeror receives a "Does Not Meet" for any part of the pre-qualifications, then the Offeror will not be notified or receive a request for proposal. The resulting contract will be for firm fixed price a single award contract. The solicitation will not be a small business set a side. The pending solicitation is full and open. It is anticipated that the contract award determination will be based on Lowest Price Technically Acceptable. The solicitaiton release date shall be on or after 17 April 2017.
