- Synopsis: The Mission and Installation Contracting Command Fort Sam Houston (MICC-FSH) Contracting Center, at Fort Sam Houston, Texas, on behalf of U.S. Army Reserve Family Training Programs University, intends to negotiate solely (as prescribed in FAR 13.501(a)(1)(ii)) with the National Center for Employee Development (NCED), a United States Postal Service (USPS) owned conference facility. The Government intends to award the contract to Marriott International which manages lodging for the NCED. This award is in accordance with Army Directive (AD) 2016-14, Army Conference Policy, para 5.a, "Selection of Conference Site. The overarching goal of the site selection process is to conduct the conference in the least expensive location and the venue that can meet requirements. Government and military facilities will be the first choice of conference venue." The U.S. Army Reserve Family Training Programs University will require lodging, conference space, breakout rooms, audio visual, internet, and meals of various quantities from 16-22 May 2017 in Norman, Oklahoma. The North American Industry Classification System (NAICS) for this requirement is 721110, Hotels and Motels. The size standard for this NAICS code is $32.5M. The services attached to this requirement are incidental to the supply of the hotel and meals, the applicable Product Service Code (PSC) is V231, Lodging-Hotels/Motels.
