- The Washington Office - AQM - Job Corps Support Branch intends to award a contract on a sole source basis to Cascade Utilities, Inc. (Reliance Connects) for the one time installation new fiber optic (broadband) lines for both broadband internet capability and phone connections at the Timber Lake Job Corps Center, located in Estacada, OR. A determination not to compete this proposed contract was made pursuant to the Federal Acquisition Regulation (FAR) 13.106-1 (b)(2), Soliciting from a Single Source under Simplified Acquisition Procedures, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract deem only one source reasonably available. Reliance Connects, has been identified through Market Research as the only vendor that is capable of providing this one time construction service, as they are currently installing fiber optic lines throughout the local community. Once the lines are installed, they will be managed and maintained by Reliance Connects as part of their overall voice, video and broadband network in the area. This procurement is being conducted under the Simplified Procedures; only one source has been determined to be capable of providing services. The Government intends to use FAR Part 12 to purchase the above listed items. This requirement is reserved exclusively for only Total Small Business Concerns, as encouraged by FAR 19.202-4 (a), FAR 19.203-4 (e) and 19.501, and will be awarded under the North American Industry Classification System (NAICS) Code: 237130 - Power and Communication Line and Related Structures Construction. This notice of intent is not a formal solicitation or request for competitive proposals. No solicitation document is available and telephone requests will not be accepted. No award will be made on the basis of quotations or offers received in response to this notice. Interested parties may submit their interest and capabilities no later than Friday, March 24, 2017, 10:00 a.m. MST. E-mail statements will be accepted but senders are responsible for ensuring the complete transmission and timely receipt. All inquiries shall be sent via e-mail bmccabe@fs.fed.us. Any party responding to this notice shall send clear, factual documentation demonstrating their capabilities to meet and resell this item to the government. The intent of this synopsis is for informational purposes only. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement for future requirements. A determination by the Government not to compete this action is based on this notice and solely within the discretion of the Government.
