- This Notice is hereby modified to post the answers and questions for this requirement. Questions and Answers for BBG50-R-17-0001, Newswire Question 1. Please confirm the intended start date is April 1 2017? Answer 4. Yes, confirmed Question 5. Please confirm that the purpose of this Solicitation is for VOA to send out Wire Releases across Contractor's wire release network to disseminate content on a wide spectrum to targeted geographic regions or topic areas? Answer 5. The purpose of this Solicitation is for VOA to disseminate Contractor's text wire reports via VOA's internal distribution system for use by its News Center and 45 language services, and for further dissemination via VOA's websites, mobile sites, TV and radio broadcasts. Attachment A Questions Question 6. How many users will VOA require to access this Newswire service? Answer 6. At present, VOA has approximately 1400 users of our internal distribution system, which includes access to all text wire services. Question 7. Will VOA require a placement or analytics report following each wire release to highlight the impact/dissemination/pickups of the wire? Answer 7. No Question 8. How many wires does VOA anticipate sending out over the course of a PoP? Answer 8. This is difficult to answer, because text wires are used at VOA to support our own reporting, as well as being used in their original form. We do not have records that would provide this information. Question 9. We offer a variety of different Wire Services, each of which have a different price point depending on the size and scope of the distribution. Please specify how many wires within each network VOA desires to disseminate in a single PoP. The categories are: a. Online Only, b. Regional US (state specific such as "California Only" or region specific such as "North Atlantic", c. Regional Canada, d. National US, e. National Canada, f. International OCONUS Single Country, and/or g. ALL International. Answer 9. We do not keep count of how many individual text wires we use or post in a performance period. VOA would require: a. International news coverage - Including entertainment, sports, health and technology b. North American news coverage - U.S. and Canada, including entertainment, sports, health and technology c. Business news, if not offered as part of general news coverage. d. Spanish language wires, if available e. Washington, DC Daybook service f. Please see Statement of Work. g. Please see Statement of Work. Attachment B Questions Question 10. Would VOA consider revising the Attachment so that Proponents can reply with their per-wire costs? If not, we will need a specific quantity of wires to be distributed and which networks in order to provide a Firm Fixed Price per PoP (Questions 8 and 9 above) Question 10. Would VOA have a need for a newswire service that would be limited to the individual user's personal use only? Answer 10. No Question 11. Will VOA consider using a commercial-off-the-shelf service where no physical equipment is provided and individual users will get a log-in name/password? Answer 11. The text wires need to be received and disseminated within VOA's stand-alone distribution/ content system. A log-in/password service would serve only as a backup to our primary means of receiving the wires. Question 11.
