Description

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotes are being requested. Solicitation number VA263-17-Q-0391 is issued as a request for quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. The VA anticipates one firm fixed-price contract award for all resources and labor necessary to provide Dialysis Machine Maintenance Services for the VA Nebraska-Western Iowa Health Care System located at 4101 Woolworth Avenue, Omaha, NE 68105. Additional requirements are listed within the attached solicitation document(s). A list of the contract line items, quantity, and unit of measure are listed within the attached solicitation document(s). This procurement is 100% set aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) per PL 109-461. At least 50% of the cost of personnel for contract performance must be spent for employees of the concern or employees of other eligible SDVOSB concerns; see VAAR 852.219-10. At the time of submission of offer, the offeror must represent (1) it is a small business under the applicable NAICS and (2) be verified in the VIP database as a Service Disabled Veteran Owned Small Business. Prospective offerors must be registered and current in the System for Award Management (SAM) database prior to contract award: (https://www.sam.gov/portal/public/SAM/). Quotes will only be accepted from responsible contractors. The NAICS code for the solicitation is 811219 and the small business size standard is $20.5 million. The Defense Priorities and Allocation System (DPAS) does not apply to this solicitation. Quotes are due to the Contracting Office by Tuesday, March 28, 2017 at 4:00 PM CST. Quotes are required to be emailed to Kelly.Nussbaum@va.gov prior to the solicitation closing date and time. It is the responsibility of the offeror to ensure their quote is received in full by the Contracting Office before the solicitation closing.
