Capability Statement NOTE: THIS ANNOUNCEMENT IS FOR MARKET RESEARCH PURPOSES ONLY. THIS IS NOT A SOLICITATION OR REQUEST FOR PROPOSALS (RFP). THIS NOTICE DOES NOT OBLIGATE THE GOVERNMENT TO ANY CONTRACT AWARD. THIS NOTICE DOES NOT RESTRICT THE GOVERNMENT AS TO THE ULTIMATE ACQUISITION APPROACH. CONTRACT INFORMATION: The Transatlantic Division, Middle East District (TAM), U.S. Army Corps of Engineers (USACE) is evaluating the ability of businesses to perform various repairs on airfield runways, taxiways, airfield lighting and signage at Muwaffaq-Salti Air Base (MSAB) located at Azraq, Jordan. The Government is performing market research in order to specifically determine the capability of potential offerors to perform the work specified below. We are seeking firms that have experience performing construction work in Jordan and have licenses to perform construction work in Jordan and are capable of obtaining bonding. It is anticipated that a solicitation announcement will be published on the Federal Business Opportunities website (https://www.fbo.gov/) in the near future. The solicitation will consist of multiple Contract Line Item Numbers (CLINS), which are Firm Fixed Price. The estimated magnitude of this repair project is between $10,000,000 and $25,000,000 with an anticipated period of performance of 550 days after issuance of the Notice to Proceed. 2. PROJECT INFORMATION: The United States Army Corps of Engineers has the requirement to perform repairs to Runway 13/31 located on Muwaffaq-Salti Air Base (MSAB) in Azraq, Jordan. The scope of the work includes: mill and overlay asphalt repairs on Runway 13/31 and two (2) adjacent Taxiways, full depth keel replacement on Runway 31, airfield lighting replacement on Runway 13/31 and five (5) adjacent taxiways, replacement aircraft arrestor pits. Some of the work will include repairs by replacement. A materials access road network and on-site batch plant are envisioned. The location is an operating airfield base near Azraq and will remain operational during the repair effort. 3. PROPOSAL PROCEDURES: The Government is considering the use of Request for Proposal (RFP) (FAR Part 15) procedures for this project. The Best Value Trade-Off (BVTO) contracting method may be used to evaluate proposals. Evaluation criteria will be stated in the RFP. SUBMISSION REQUIREMENTS: The Government is seeking to identify qualified sources under North American Industry Classification System (NAICS) 237310 (Highway, Street, and Bridge Construction) either singly or as part of an assembled team. a. Provide your experience as a Prime Contractor completing construction of projects valued at least $15 Million in size. Provide a list of projects completed by your company and demonstrate your recent experience and ability to perform similar and size projects in Jordan by using the attached Capability Statement format. b. Provide your capabilities for obtaining Performance and Payment Bonds or other acceptable sureties for this project, if awarded. See FAR clause 52.228-15. Submission of Capability Statements should be sent via email to Shanda.M.Weekes@usace.army.mil using the following naming convention: Company Name-Capability Statement- W912ER-17-R-0024. The submission should address all questions in the attached capability statement and your ability to perform the work stated in the project information section of this notice. NO HARD COPY OR FACSIMILE SUBMISSIONS WILL BE ACCEPTED.
