- The NAVSUP Fleet Logistics Center Norfolk (FLCN) Philadelphia Office is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for the Chemical and Biological Defense Program (CBDP). The result of this market research will contribute to determining the method of procurement. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. The CBDP, represented for this action by the Joint Requirements Office for CBRN Defense (JRO), wishes to provide current and future Department of Defense (DOD) workforce members with a path to become highly qualified in matters related to Countering Weapons of Mass Destruction (CWMD) with special emphasis on policy and managerial issues. The graduate fellowship program is envisioned as a joint effort between the DOD, primarily the National Defense University ™s (NDU) Center for the Study of WMD (CSWMD), and an established, recognized, accredited university, centrally located in the national capital region (NCR), to execute a master ™s degree program, with the degree to be awarded by the partner university. The proposed requirement would include a 12-month base period and four 12-month option periods to be exercised at the discretion of the government. If your organization has the capacity to perform these contract services ”as described in the draft Performance Work Statement (PWS) ”please provide the following information in a written Statement of Capability (SOC) not to exceed ten pages in length (including attachments): 1. The prospective universities ™ name, mailing address, phone number, website, and name and e-mail of designated point of contact; business type; and socio-economic category. 2. A brief history of the prospective university, detailing its course and program offerings as they relate to executing a Master of Science Degree program in WMD studies consisting of not less than 36 semester hours of graduate-level work. 3. Describe how the prospective universities ™ academic program meets the following characteristics: 1) Proximity within the NCR; 2) Availability after regular business hours, i.e. in the evening and/or on weekends; 3) Durability of the program; 4) Completability within two academic years (six semesters); 5) Rigor; 6) Distinction of faculty; 7) Comprehensiveness; and 8) Willingness to cooperate with the Government ™s goals. 4. The prospective universities ™ ability to provide textbook loans, access to a comprehensive and relevant research library, and to conduct up to one course per semester via video-teleconference to ease student travel from the extreme points of the NCR, to include identification of the university ™s facilities at/near those extreme points. Submission Instructions: Interested parties who consider themselves qualified to provide those services listed in the PWS are invited to respond to this Sources Sought Notice by 12PM (EST) on 31-March-2017.
