Description

Justification for Other than Full and Open Competition The Drug Enforcement Administration (DEA) intends to establish a purchase order (PO) on a sole source basis with L 3 Communications, Inc., 8281 Greensboro Drive, Suite 700, McLean, VA 22102, for an annual renewal of optical fiber ring operations and maintenance agreement. This notice of intent is not a request for competitive quotations. In accordance with the Federal Acquisition Regulation (FAR) 6.302-1(c) the justification is attached with this notice. The acquisition will be conducted through FAR part 13 Simplified Acquisition Procedures. In accordance with FAR 5.207(c)(16)(ii), vendors that understand and can meet the Government's requirements detailed in the Justification for Other than Full and Open Competition may submit a written response with sufficient relevant details to demonstrate existing capabilities. This submission shall be considered by the agency. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government.
