- Draft Federal Sanctuary Evaluation Factors Attachment A:Non Federally Owned Chimpanzee Criteria and Procedures Draft Federal Sanctuary Statement of Work (SOW) This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for Market Research. PLEASE NOTE THAT THIS IS NOT A REQUEST FOR PROPOSAL (RFP). NO SOLICITATION EXISTS AT THIS TIME. This is a Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of qualified non-profit private sources. The North American Industry Classification System (NAICS) Code is 541940-Veterinary Services. The National Institutes of Health (NIH), is conducting a Market Survey to help determine the availability and technical capability of qualified non-profit private sources capable of meeting the requirements identified below and in the draft documents. Background In 2000 Congress passed the Chimpanzee Health Improvement, Maintenance, and Protection (CHIMP) Act. In the Act Congress designated that the Secretary of Health and Human Services shall provide for the establishment and operation of a national sanctuary system for federally owned and federally supported chimpanzees no longer needed for research. The Division of Program Coordination, Planning, and Strategic Initiatives (DPCPSI), a component of the National Institutes of Health (NIH), is the office responsible for programmatic oversight of the Federally Supported Chimpanzee Sanctuary System (the Sanctuary). Purpose/Objectives The primary purpose of the Federally Supported Chimpanzee Sanctuary System (the Sanctuary) and this requirement is to provide for the lifetime care of approximately 230 to 250 chimpanzees that have been used, or were bred or purchased for use, in research conducted or supported by the National Institutes of Health, the Food and Drug Administration, or other agencies of the Federal Government. In accordance with the CHIMP Act, the NIH is seeking to identify qualified non-profit private entities capable of operating the sanctuary and providing lifetime care of Federally owned and Federally supported chimpanzees in accordance with the Statement of Work and in compliance with applicable Federal laws, regulations and policies. A draft Statement of Work (SOW) and evaluation criteria are attached to this Sources Sought Notice. All responsible sources may submit a capability statement which will be considered by the NIH. Response Requirements: The chimpanzee is a unique animal model, requiring significant attention to its psychological and social environments. As animals retired from research the sanctuary animals have additional critical physiological needs that also require significant attention. Specifically, the sanctuary includes a significant population of geriatric animals and animals that carry a variety of zoonotic agents that can be transmitted to humans and other non-infected animals (e.g. HIV, hepatitis B and C). This combination of factors creates an environment that requires careful handling as well as qualified resources, facilities and abilities to successfully and safely operate the sanctuary and ensure quality of life for the chimpanzees. Therefore, entities shall submit capability statements that demonstrate the following: • Relevant experience, skills and ability to fulfill the Government's requirements as described in the draft SOW. The capability statement should contain enough sufficient detail for the Government to make an informed decision regarding the entity's capabilities and experience. Where applicable the capability statement shall also include the following: o Contract name o Contracting Agency or Department o Yearly contract value (in $) o Period of performance o Description of work and how it relates to the NIH requirements • The ability to comply with the following federal laws, regulations and policies: o The Chimpanzee Health Improvement, Maintenance, and Protection Act o The Animal Welfare Act (P.L. 89-544, as amended) Rules and Regulations published in the Code of Federal Regulations (CFR), Title 9 (Animals and Animal Products), Chapter 1, Subchapter A (Animal Welfare), Parts 1, 2, and 3 (AWRs); o Public Health Service Policy on Humane Care and Use of Laboratory Animals (PHS Policy); o Guide for the Care and Use of Laboratory Animals (NRC 2011; Guide); o Biosafety in Microbiological and Biomedical Laboratories (5th Edition, CDC-NIH, 2009; BMBL); o Occupational Health and Safety and Use of Nonhuman Primates (NRC 2003); o Chimpanzees in Research, Strategies for their Ethical Care, Management, and Use (NRC 1997); o AVMA Guidelines for the Euthanasia of Animals: 2013 Edition; o The Psychological Well-Being of Nonhuman Primates, (NRC 1998); o 29 CFR 1910.1030, Bloodborne Pathogen Standard; and o 42 CFR part 9, Standards of Care for Chimpanzees Held in the Federally Supported Chimpanzee Sanctuary System; Final Rule. • The ability to meet the requisite matching contributions (25%), as stipulated in the CHIMP Act. • The ability to provide suitable facilities to house and care for 230 to 250 chimpanzees in accordance with the Statement of Work (SOW) and in compliance with the all applicable federal laws, regulations and policies. • The ability to provide consistency and uniformity in delivery of animal care services required for maintenance of animal well-being and health. • The ability to identify and mitigate risks of infectious hazards for the chimpanzees and humans working with chimpanzees. • Experience in managing a facility of over 100 large nonhuman primates (NHPs), including proper management of NHPs that carry infectious agents, such as hepatitis B and C. • Animal welfare assurances from the United States Department of Agriculture (USDA). • No outstanding USDA-reported deficiencies. • The ability to obtain and maintain an Animal Welfare Assurance from NIH's Office of Laboratory Animal Welfare (OLAW). • Accreditation by the internationally recognized animal program accrediting body, AAALAC International. • The ability to safely transport chimpanzees without causing undue stress to the animals. All capability statements shall also identify applicable references, key personnel, and any teaming arrangements needed to fulfill the requirements. It must identify the responder's business type; DUNS number; NAICS code; and technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. Capability statements shall be submitted electronically no later than 4:00 PM Eastern on Monday, March 27, 2017 to April Merriwether at april.merriwether@nih.gov and Sally Boakye at boakyes@mail.nih.gov Disclaimer and Important Notes: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response.
