Description
JOFOC PLEASE READ THIS NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE PUBLISHED. The Federal Bureau of Investigation (FBI) intends to negotiate a sole-source, fixed price contract with Leeds Precision Instruments, Inc, 17300 Medina Rd Ste 600, Minneapolis, MN 55447 for the purpose of procuring 1 year plus four (4) option years for microscope maintenance. The FBI Terrorist Explosive Device Analytical Center (TEDAC) Scientific Analysis Unit (SAU) is to develop and utilize innovative and novel scientific methods and techniques for enhancement of current exploitation capabilities. The Toolmarks group within SAU currently utilizes Leeds Precision Instruments microscopes to conduct forensic examinations of Improvised Explosive Devices (IEDs). Inspection, maintenance, and applicable repair are required annually on the microscopes to ensure forensic examinations are accurate. Maintenance Requirements: • Check mechanical function of the: o Z-column to ensure proper speed and range o Focus bodies; bearing rail alignment and tension o Optical zoom bodies; dentent wheel integrity o Table hydraulics o Mask adjuster o X/Y Stage axis o Binocular tile and IP range o Applicable accessories; ball pivots, universal holders, on-centers, etc. • Lubrication o Z-column bearings o Stage x/y axis bearings o Focus body bearing rails o Dentent wheel o Optical zoom body guide post • Collimation of Optical Systems o Parfocal both optical bodies o Parcenter both optical bodies • Clean optics o Optical bodies including objectives o Filter bay glass o Bridge lenses and prisms o Eyepieces and binoculars o Internal optics • Provide certifications for: (to an accuracy of standard used of +/-0.0005in OR +/-0.01mm) o Magnification match o LCD stage scale o Imaging software • Examine illumination systems o Test light source for proper functionality o Check fiber optic guide for even light distribution Based on market research, and Government end-users, it has been determined that Leeds Precision Instruments, Inc. is the sole manufacturer and distributor of the Leeds LCF Firearm Comparison Microscope and is the only provide for on-site installation and training, on-going technical support, as well as warranty and non-warranty service. In addition, the Leeds Precision Instruments, Inc. service team is the only factory trained and authorized service group in the United States, and can provide ISO17025:2005 certifications for both magnification matching and all measurement capabilities of the LCF system, as well as go into the internal optics of the LCF system without voiding the systems warranty. This notice will be distributed solely through the General Services Administration's Federal Business Opportunities (FBO) website (www.fbo.gov). Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The FBI intends to negotiate with only one source under the authority of FAR 6.302-1. A determination by the Government not to compete this proposed contract based upon responses to this notice is at the discretion of the Government. Vendors must be registered in SAM, effective July 29, 2012 to receive Government contracts. The FBI uses a financial system that has a direct interface with SAM. Please ensure that your company's SAM information is updated and accurate. This includes TIN, EFT, DUNS, addresses and contact information. The EFT banking information on file in SAM will be what the FBI uses to process payment to your organization.
