- Special Notice of Contract Action J&A Statutory Authority: FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. Contract Award Date: Anticipated 3rd Quarter FY 17 Solicitation Number: FA8052-17-R-0009 Synopsis: 773d ESS located at Joint Base Lackland San Antonio, TX, intends to issue a sole source contract for a membership to the Roundtable on Genomics and Precision Health for one (1) 12-month base period and four (4) 12-month option periods to The National Academy of Sciences, 2101 Constitution Ave NW, Washington, DC, 20001-2736, under Federal Acquisition Regulation (FAR) Part 15 and Part 6 using other than full and open competition based on Authority 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(iii)(B). The CAGE Code is: 1D969; the NAICS Code is: 813920. The Roundtable shall foster dialogue across sectors, among outside agencies and institutions to resolve issues. The Roundtable shall explore a particular process, identify challenges that exist throughout and discuss and promote approaches to address those challenges. Specific Roundtable activities shall include structured discussions, workshops and symposia. The goal of these activities shall be to develop a mutual understanding of the relevant issues and to provide a mechanism that fosters collaboration among stakeholders in addressing these issues. • The Roundtable shall identify specific issues and agenda topics and conduct structured discussions, public workshops or symposia and publishes workshop summaries. • The Roundtable on Translating Genomic-Based Research for Health shall foster dialogue across sectors and among interested parties and institutions, and to illuminate and scrutinize critical scientific and policy issues where Roundtable engagement and input will help further the field. Parties may identify their capabilities to the Contracting Officer no later than 2:00 PM Central time on 31 March, 2017. The information shall clearly present evidence that the respondent is fully capable of providing the requirement and as such may contain any information that the interested party feels is relevant. The Government will not pay for any information that is submitted by respondents to this Notice of Contract Action. To the maximum extent possible, please submit non-proprietary information. Any proprietary information submitted should be identified as such and will be properly protected from disclosure. No classified information shall be submitted. Any response submitted by respondents to this Notice of Contract Action constitutes consent for that submission to be reviewed by Government personnel, Federally Funded Research and Development Center employees and Advisory & Assistance Services contractor employees, unless the respondent clearly objects in writing to the release of this information to Federally Funded Research and Development Contractor employees and Advisory & Assistance Services Contractor employees. Responses shall not exceed 12 single-spaced pages (including cover page), 12 point font typed with at least 1" margins. Each page of your package shall be printable on 8 ½" x 11" paper.
