501-17-4-140-0124 VA258-17-AP-2016 Performance Work Statement 6 Mar 2017 Preventative Maintenance - Polymerase Chain Reaction (PCR) Equipment 1.Contact Information Questions shall be routed through to the contract specialist at the contact information listed below: Contract Specialist Service Acquisitions, Team 2 NCO 18 Contracting 777 E. Murphy Medical Center for Research requires a base plus 4 year option preventative maintenance services contract. Services required, will be in support of government owned Real-Time Polymerase Chain Reaction (PCR) 3.Background. The PCR Machine is a common lab use piece of equipment which uses an optical detection system to detect and quantify specific DNA sequences during the PCR amplification process. It enables analysis up to five fluorophores simultaneously in a single reaction well or FRET channel option for data acquisition. CFX Manager Software is included with the CFX96 touch system and supports real time PCR applications such as PCR quantification, melt curve analysis, allelic discrimination and gene expression analysis. The Real Time PCR system has been utilized within the Research Department as a core piece of equipment on several ongoing lab experiments. The Real Time PCR was purchased and received on 8/22/2016, which included the standard 1 year warrantee which expires on 8/22/2017. An ongoing annual maintenance agreement is required in order to address ongoing maintenance and calibration of the system in order for the existing equipment to operate at its designed functionality. 3.1 Definitions /Acronyms. CO Contracting Officer. The Federal employee who is warranted by the Government to enter into contracts on behalf of the Government and is the only person authorized to make changes to those contracts. COR Contracting Officer s Representative. Individual designated by the CO to place orders, furnish technical guidance, advice, certify invoices, and provide general supervision of the work performed under the executed contract. PCR - Polymerase chain reaction is a scientific technique in molecular biology to amplify a single or a few copies of a piece of DNA across several orders of magnitude, generating thousands to millions of copies of a particular DNA sequence. DNA Deoxyribonucleic acid is a nucleic acid that contains the genetic instructions used in the development and functioning of all known living organisms. 3.2 Description. The Real Time PCR system requiring the extended maintenance agreement shall include the following equipment and components purchased under Government contract number GS-07F-5934R: QuantStudio 7Real Time PCR System STK#4485690, EE79665, SER# 278871103 96 Well Installation Kit STK #4432488 384 Well Block Upgrade STK# 4453545 Dell Computer Service Tag# 9WBJ082 4.Scope. The scope of this requirement includes the equipment and attachments listed in subsection 3.2 Descriptions. The maintenance agreement shall include one base year, and four option years. Specific requirements for the ongoing maintenance of the listed equipment in subsection 3.2 shall be identified in 5.1 Task 1. 5.Specific Tasks. The operation of the specified equipment is as follows: System must run real time PCR experiments without being attached to a computer. Real time traces can be viewed during a run from the system without being attached to a computer. System should include an automated lid that opens, closes, applies sealing force to reaction wells, and allows robotic automation system integration. Thermal gradient should enable optimization of multiple temperatures in a single assay. Temperature differences of up to 24 degrees Centigrade front to back can be created. The Peltier driven thermal cycler should feature a maximum ramping speed of 5 degree C/sec, with an average ramp rate of 3.3 degree C/sec. Should have a thermal block operational range of 0-100 degree C. The sample block temperature should have an accuracy of+/-0.2 degree C of programmed target at 90 degree C, with a uniformity of +/- 0.4 degree C well to well within 10 seconds of arrival at 90 degree C. The optical system should allow excitation and detection of up to five fluorescent dyes in a single reaction well. The optics shuttle should independently illuminate and detect fluorescence from each well. The system should use six filtered LEDs for illumination and differentially detect emission using six filtered photodiodes (one for each channel). A fixed optical path, directly over each well, should eliminate the need to normalize for positional bias. The optics shuttle should excite fluorescent dyes with absorption spectra in the 450-684 nm range; optimally should detect dyes with emission spectra in the 515-730 nm range. One change should be dedicated for FRET experiments-illuminate dyes with absorption spectra in the 450-490 nm range and detect dyes with emission spectra in the 560-580 nm range. The system should read all 96 wells in all channels within 12 seconds. In fast scan mode, the system should read all 96 wells within 3 seconds. It should have a linear dynamic range of 10 orders of magnitude for detection of input samples. Should detect one copy of target sequence in human genomic DNA. The reaction volumes from 1-50 ul can be used, 10-25 ul recommended. Should detect less than or equal to 10 fmol of fluorescein. System should be integrated with an automation system for hands free operation. The CFX Manager software must be able to open and analysis data files generated on Bio-Rad iCylcer iQ5 and MyiQ instruments that are currently in use in other labs. 5.1Task1. An annual inspection shall be made of the QuantStudio 7Real Time PCR System STK#4485690, EE79665, SER# 278871103 and all the components on an annual basis at a time mutually scheduled with at least 2 weeks notice. The PM shall include the required maintenance and calibration of the system and components, in maintaining the equipment within factory specifications. 5.2Task2. Onsite Priority Response Customers to receive a guaranteed 2 business day priority on-site response. Scheduled Planned Maintenance - Annual planned maintenance (PM) visit including a spectral dye calibration that will analyze signal strength from standard pure dyes to adjust software for correct data output (including Dyes, Certification documentation, and Certificate of Calibration). Labor & Travel Fees included - All labor and travel fees are included for repair and planned maintenance. Replacement Parts covered at 100% - All parts must be certified and guaranteed to optimize instruments performance and reliability. All parts manufactured by machine manufacturer. Technical Assistance Center (TAC) - Must provide direct access to senior level service personnel for first-level problem resolutions. This provides immediate response in resolving many operational and instrument set-up problems. Remote Diagnostics Provide remote connectivity to systems. This allows staff to perform pre-emptive service in order to maintain instrument uptime. Covered Computer Hardware Are required to maintain the computer attached to the system. Must be an authorized service provider for Applied Biosystems instruments. 6.Performance Monitoring. Performance monitoring will be conducted by assigned personnel within the Research Department. Currently the Safety Coordinator within the Research Department will be tasked with providing an evaluation of the technician assigned to conduct the annual PM of the equipment in addition to any unscheduled repairs in a Contractor Evaluation Form Report to the Budget Analyst who will compile the information in the Contractor Assessment Report. The Contractor Assessment Report will be forwarded on an annual basis to the Contracting Officer in providing guidance on the need for continued services in meeting option year requirements. The Government reserves the right to implement any additional monitoring of vendor performance as needed. 7.Security Requirements. The C&A (Certification and Accreditation) requirements do not apply. A Security Accreditation Package is not required for this procurement. As no personal patient data will be stored on any part of this system, no requirement for protection of VA (Veteran s Affairs) data is necessary. 8.Governnment-Furnished Equipment (GFE) Government-Furnished Information (GFI). For the purposes of providing preventative and unscheduled maintenance of the Real Time PCR Machine system, the vendor will provide all the necessary calibration and repair equipment for performing the required activities on the equipment in order to keep the operation of the equipment within factory specifications. The information and data collected on the computer attached to the Real Time PCR is property of the Government, and is not available for collection or dissemination by any of the vendors employees or representatives at any time. The Government Furnished Information shall include all the necessary and pertinent data required to repair or maintain the equipment. 9.Other Pertinent Information or Special Considerations. 9.1 Delivery Delivery of preventative maintenance shall be coordinated through the Administrative Offices of the Research Department located at: NMVAHCS Research Department Building 66 1501 San Pedro SE Albuquerque, NM 87108 505-265-1711 ext. 5372 9.2 Delivery Hours. The NMVAHCS accepts deliveries Monday through Friday (excluding Federal holidays) between the hours of 7:30am and 3:30pm (MST). 9.3 Training. None required. 9.4 Records Management. Citations to pertinent laws, codes and regulations such as 44 U.S.C chapters 21, 29, 31 and 33; Freedom of Information Act (5 U.S.C. 552); Privacy Act (5 U.S.C. 552a); 36 CFR Part 1222 and Part 1228. Contractor shall treat all deliverables under the contract as the property of the U.S. Government for which the Government Agency shall have unlimited rights to use, dispose of, or disclose such data contained therein as it determines to be in the public interest. Contractor shall not create or maintain any records that are not specifically tied to or authorized by the contract using Government IT equipment and/or Government records. Contractor shall not retain, use, sell, or disseminate copies of any deliverable that contains information covered by the Privacy Act of 1974 or that which is generally protected by the Freedom of Information Act. Contractor shall not create or maintain any records containing any Government Agency records that are not specifically tied to or authorized by the contract. The Government Agency owns the rights to all data/records produced as part of this contract. The Government Agency owns the rights to all electronic information (electronic data, electronic information systems, electronic databases, etc.) and all supporting documentation created as part of this contract. Contractor must deliver sufficient technical documentation with all data deliverables to permit the agency to use the data. Contractor agrees to comply with Federal and Agency records management policies, including those policies associated with the safeguarding of records covered by the Privacy Act of 1974. These policies include the preservation of all records created or received regardless of format [paper, electronic, etc.] or mode of transmission [e-mail, fax, etc.] or state of completion [draft, final, etc.]. No disposition of documents will be allowed without the prior written consent of the Contracting Officer. The Agency and its contractors are responsible for preventing the alienation or unauthorized destruction of records, including all forms of mutilation. Willful and unlawful destruction, damage or alienation of Federal records is subject to the fines and penalties imposed by 18 U.S.C. 2701. Records may not be removed from the legal custody of the Agency or destroyed without regard to the provisions of the agency records schedules. Contractor is required to obtain the Contracting Officer's approval prior to engaging in any contractual relationship (sub-contractor) in support of this contract requiring the disclosure of information, documentary material and/or records generated under, or relating to, this contract. The Contractor (and any sub-contractor) is required to abide by Government and Agency guidance for protecting sensitive and proprietary information. 10.Risk Control. All vendors representatives will be accompanied by Research personnel while performing the maintenance and repair duties shall wear the appropriate attire for performing their duties and adhere to the Government standards of professionalism and decorum while on station. 11. Place of Performance. The equipment is currently located at: NMVAHCS Research Department 1501 San Pedro SE Building 10 Room 218 Albuquerque, NM 87108 12. Period of Performance. The period of performance for the base year shall begin on 8/22/17, and end on 8/21/18, with four one year option years with the first one beginning on 8/22/18 and ending on 8/21/19, the second beginning on 8/22/19 and ending on 8/21/20, the third beginning on 8/22/20 and ending on 8/21/21 and the forth beginning on 8/22/21 and ending on 8/21/22. 13.Delivery Schedule. Annual inspection and preventative maintenance of the QuantStudio 7Real Time PCR System STK#4485690, EE79665, SER# 278871103 and all the components shall be done in accordance with the schedule outlined in subsection 5.2 TASK1.
