- US Environmental Protection Agency Research Triangle Park Procurement Operations Division intends to issue a sole source six-month extension in accordance with Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This action will raise the contract cost ceiling of contract EP-D-11-006 with Eastern Research Group, Inc., 110 Hartwell Ave., STE 1, Lexington, MA 02421-3134. The contractor is performing requirements on an as-needed basis, involving quick-response work assignments relevant to source and ambient air quality characterization in both the United States and international settings. Eastern Research Group, Inc. has unique requirements in these areas particularly concerning collection of information needed to support developing emissions limits, standards, (standard-setting) and other regulatory approaches in a global, specialized environment. This option exercise will further allow for the current procurement, to be posted to FBO to be accomplished and to allow for a transition of services to a potential new contractor. EPA believes that Eastern Research Group, Inc, with its experience and support provided in many ongoing work assignments possesses the institutional knowledge, processes and tools that are not readily transferable to a new contractor. All the aforementioned components are essential in the meeting of EPA ¿s critical deadlines. THIS NOTICE IS NOT A REQUEST FOR PROPOSALS. However, any firm believing itself capable of meeting the aforementioned requirement must submit technical documentation to establish its assertion. This documentation must be submitted to Stephen L. Cannon to Cannon.Stephen@epa.gov within 15 days of the electronic posting of this notice. Telephone requests will not be honored. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the EPA. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. The anticipated award date for this modification to the existing contract is March 29, 2017.
