- USCG Civil Engineering Drawing 12121D USCG Civil Engineering Drawing 12120D USCG Civil Engineering Drawing 12119D USCG Civil Engineering Drawing 12118D USCG Civil Engineering Drawing Number 12117C USCG Civil Engineering Drawing Number 12116C USCG Ocean Engineering Specification Number 455 Revision E Sources Sought for HSCG84-17-BHQ002 Foam-filled Steel River Buoys The United States Coast Guard is seeking contractors interested in submitting proposals for the fabrication and delivery of Polyurethane Foam-filled Unlighted Steel River Buoys to be utilized in coastal and inland navigable waters of the United States. These Aids-To-Navigation (ATON) Steel River Buoys shall be fabricated in accordance with the following USCG Specifications (see attached for reference): USCG Ocean Engineering Specification Number 455 Revision E and USCG Civil Engineering Drawing Numbers 121116C, 121117C, 121118D, 121119D, 121120D, and 121121D. The Steel River Buoys are characterized as follows: Unlighted, Radar Reflective or Tall Type, 4th or 6th Class Type, including Nun or Can upper body shaped buoys, Red or Green in color, and Polyurethane Foam Filled. The previous/current IDIQ Contract HSCG84-13-D-BHQ003 is with H & G Marine Service, Inc. This is a Sources Sought / Market Survey announcement targeting companies that can provide all necessary materials, labor, equipment, facilities, and supervision to fabricate and deliver Foam-Filled Steel River Buoys to multiple Coast Guard locations. The Government anticipates issuing a single solicitation resulting in the award of an Indefinite Delivery, Indefinite Quantity (IDIQ) Firm Fixed Price award with an Economic Price Adjustment for the steel and fuel markets. The U. S. Coast Guard will require first article testing and approval for any new manufacturers for these buoys. Delivery terms for First Articles will be outlined based upon the standard delivery time for the specific buoy type, which shall be detailed in the future solicitation and resulting contract. The Period of Performance is anticipated to be for a base year period plus four option years with an expected start date of no later than November 2017. The applicable North American Industrial Classification Code (NAICS) is 332313, Plate Work Manufacturing. The Small Business Size Standard is 500 Employees. A small-business set-aside determination will be made based upon the results of this Sources Sought Notice (i.e. if sufficient small business interest indicates that a set-aside for small business will result in an adequate number of offers to assure competition). All responsible sources are requested to submit the following: Point of Contact Name, address, phone number, fax number, and email address. Interested parties shall also submit a brief description of their capabilities to meet the requirement, the Duns & Bradstreet Number, an affirmation of registration in the System for Award Management (SAM), along with identifying business size for the cited NAICS 332313. The business size shall include any applicable socio-economic preference program designations (i.e. 8(a) firm, HUBZone firm, SBA Certified Disadvantaged, Service Disabled Veteran Owned, Woman Owned, etc.). Interested parties shall also provide proof of their capabilities to perform this requirement by listing past or current contracts, IDIQs, or Federal Supply Schedules for this type of product.
