Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.6. as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Procedures used will be in accordance with FAR Part 15-Contract by Negotiation for Solicitation# RFP VA248-17-R-0272. This solicitation is issued as Request for Proposal (RFP). 2. Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number/Effective Date: 2005-94, 2005-95 / 01-19-2017. 3. This is a Total Veteran-Owned Small Business (VOSB) Set Aside. Only proposals submitted by Veteran-Owned Small Business concerns will be accepted by the Government. Any proposals submitted by a contractor that is not a Veteran-Owned Small Business concern will not be considered for award. 4. Offer s business size certification and status will be verified in the System Award Management (SAM), Small Business Administration (SBA), and Vendor Information Page (VetBiz) portal with contractor Data Universal Number (DUNS). Offer shall ensure the company data is available to be viewed in all systems. Proposals shall be considered non-responsive if Contracting Officer is not able to verify data in SAM s, SBA, and VetBiz. Contracting Officer will view publically as well as logged in to the system. 5. NAICS code is 238290; size standard is $15 MILLION. 6. Place(s) of Performance: See pages 5 and 6 of Solicitation# VA248-17-R-0272 7. Performance Period: June 1, 2017 to May 31, 2022 (Base Year plus Four (4) One Year Options **Periods exercised at the discretion of the government. 8. All questions pertaining to this solicitation shall be submitted by April 17, 2017 @ 2:00 PM EST. Send all questions electronically to keila.president@va.gov. 9. Past Performance Questionnaires (PPQ) (Attachment B) shall be submitted by April 26, 2017 @ 2:00 PM EST. Send PPQ s via email to keila.president@va.gov. 10.
