- Oklahoma City VA Health Care System requires monthly contracted Grounds Maintenance Services with the intent of ensuring the grounds are Well-manicured, Clean and Safe throughout the areas identified in this PWS, contributing to a Visual and Aesthetic Appeal, for all VA Health Care System visitors and staff, whilst ensuring cost effectiveness and service efficiency in support of the VA Mission. All contract services will be performed at the following location(s) and during the periods of performance: LOCATION: refer to Price/Cost Schedule of Solicitation Period of Performance: refer to Price/Cost Schedule of Solicitation Start Date: April 1st, 2017 The Contractor shall furnish all contract oversight, management, Technically Trained Personnel, uniforms, equipment, tools, materials, supplies, storage, insurances and transportations necessary to provide commercial Grounds Maintenance Services for OKC VAHCS in accordance with this PWS. This is a non-personal services contract. The Contractor, its employees, agents and subcontractors shall not be considered VA employees for any purpose of fulfilling the PWS and shall be considered employees of the Contractor. Background: Grounds maintenance, in general, at Oklahoma City VA Health Care System in Oklahoma City has been performed by contractors. Details of the former contract, VA256-15-C-0193, can be viewed on www.fpds.gov (Federal Procurement Data System) and USAspending.gov. The incumbent has been performing both grounds maintenance. The VA does not expect the successful contractor to be responsible for dead plants observed and noted by both parties during Inventory and Orientation Reporting, and as approved by the COR. Additional seasonal services, such as snow removal and ice prevention, have been performed by VA staff and will continue unchanged. Snow removal and ice prevention are not required. Grounds maintenance at Lawton / Ft. Sill VA Clinic has been performed by VA personnel and contractors. Typically it takes two workers approximately three hours to complete the mowing and edging at Lawton. Refer to Evaluation Factors and Instructions to Offerors in the solicitation for how to submit a quote in response to this solicitation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. This is a solicitation issued as a Request for Quote (RFQ) - for commercial services, and prepared in accordance with the format in FAR Part 13.106-2 and FAR Subpart 12.6 as supplemented with additional information included in this solicitation. This is NOT a request for proposal (RFP) and the government does not intend on holding negotiations.
