Description

Notice of Intent to Sole Source The Centers for Disease Control and Prevention (CDC), National Center of Environmental Health, Division of Laboratory Sciences intends to award a sole source firm-fixed price equipment purchase contract to TECAN U.S for a TECAN Fluent 1080. This contract will be for 120 days from time of award. The statutory authority for this sole source acquisition is 10 U.S.C. 2304 (c) (1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. Specimen handling and sample preparation for measuring urinary contemporary flame retardants, metabolites and corresponding metabolites, are currently performed manually. TECAN Fluent 1080 is capable of reading the barcode, vortexing the sample, uncapping the cryovials and aliquoting the sample. With the TECAN Fluent 1080 system we will achieve improved precision and accuracy, eliminate human errors associated with sample preparation and increase the sample throughput. The most important technical evaluation factors for this equipment are the speed of sample preparation, precision of sample aliquoting, the ability to perform all other necessary functions (eg. capping and decapping, vortexing) and the adoptability to perform sample preparation in different platforms. When conducting analyses for the purpose of biomonitoring, some contemporary pesticides and flame retardant and their corresponding metabolites, are often present at very low levels in human samples. Precision of sample aliquoting therefore plays an important role in reporting accurate data which are vital in biomonitoring studies. The compact design of the instrument is not available on the liquid handing systems from other manufacturers. Listed are unique points to the TECAN Fluent 1080 further supporting the justification: -Safety shield to eliminate potential injury, -8 tip flex channel arm with liquid displacement technology minimizes aerosols, contamination and offers advanced accuracy and precision in pipetting. -96 to 384 multiple channel arm with head for high throughput analysis -Pick and place arm for 360 degrees of tube manipulation, -Built in vortexer with vortexing hold down for Nalgene cryovials, -Capping and decapping capabilities for 10-20 mm diameter tubes, -SPEware Cerex 96 with positive displacement technology -6 position Microplate carrier with landscape orientation and cover design for piercing, -8 position trough carrier, -Temperature control carrier with water recirculator for 100 Nalgene cryovials The system should meet the following requirements: TECAN U.S is the only vendor to sell this equipment, supplies and consumables for this instrument The NAICS code is 334516 with a size standard of 1,000 employees. We will only issue a solicitation to I TECAN U.S TECAN U.S is the only source available to provide this equipment that meets mission critical requirements. This notice of intent is not a request for proposal. A determination to compete this procurement based on response to this notice is solely within the discretion of the Contracting Officer.
