This notice is intended strictly for market research. The purpose of this Sources Sought notice is to determine interest and capability of potential qualifications of Small Businesses Service Disabled Veteran-Owned firms relative to the North American Industry Classification Code (NAICS) 333112. The Department of Veteran s Affairs is seeking small business manufacturer or distributors of small business manufacturers, of functionally equivalent equipment to all the following: (1) Toro Goundsmaster 3280-D 2WD or EQUAL The contractor shall provide all labor, equipment, supplies, materials, engineering design, and supervision to design, manufacture, and deliver this equipment. Design and delivery shall be coordinated with the Service Point of Contact Personnel, to be revealed after contract award has been determined. PHYSICAL SPECIFICATIONS: 1) The Toro Groundsmaster 3280-D 2WD or Equal must have the minimum of the following: Equipped with a 24.8hp liquid-cooled Kubota Diesel engine 72 Guardian Recycler Cutting Deck 7 gauge welded steel cutting deck with bull nose bumper Single-pedal hydrostatic drive Power steering Tilt wheel Full instrumentation Individual wheel brakes Air ride suspension seat Arm rest Milco seat 12 volt power port Parking brake (requirements continued on next page) (continued requirements) Internal 11.3 gallon fuel tank 23 x 9.50 x 12 drive tires 2 year warranty (30344, 31335, 30398, 30307, 30382, 30313, 4:325-8, (4:3253-7, 2:24-5790-01, 108-0678) 2) All components shall be primed and painted in a durable paint coating that is bright or reflective safety colored to provide appropriate corrosion resistance. Touch-up paint will be required to repair any damages during shipping. 3) Must be fully assembled upon delivery and be equipped with owner s manual/repair manual. 4) Required 90 days maximum after date of award, but will accept delivery as soon as possible CONSTRUCTION SPECIFICATION: Purchased New Component must meet two requirements. The component must be top of the line in quality and replacement parts need to be locally available to the customer throughout the United States. WARRANTY: Prospective vendors shall be able to provide direct manufacturer support and shall directly issue a manufacturer's limited factor warranty of the government, Should cover (2) two years parts & Labor, excluding Batteries & Tires. 1) If applicable, brand names of major purchased components provided as part of the hot mix box shall be noted on the vendor offering. This information is for REFERENCE ONLY and should not be construed as an attempt to limit competition. Specified brand names provided will not be given any weight during technical review and evaluation. 2) Vendor shall provide a cut sheet(s), schematic(s), diagram(s), or similar clearly indicating the Toro Groundsmaster or Equal. DELIVERY LOCATION: The delivery area is located: Department of Veterans Affairs Medical Center 79 Middleville Road Building 16; Northport, New York 11768 CODES: Vendor shall comply with accepted manufacturer process, as well as current Occupational Safety and Health Administration, Labor Department, and New York codes, laws and regulations as applicable to this statement of work. FINAL INSPECTION: All material delivered must meet specifications provided and will be inspected by Operations Supervisor. All submission for any quotes will be given to service POC approval/inclusion or exclusion based on salient characteristics. THIS IS NOT A SOLICITATION AND DOES NOT OBLIGATE THE GOVERNMENT TO ISSUE A SOLICITATION. Please be advised that the Government will not pay for any information submitted under this announcement. The applicable North American Classification System (NAICS) Code for this requirement is 333112 (Lawn & Garden Tractor & Home Lawn & Garden Equipment Manufacturing).
