Page 1 of 2 SOURCES SOUGHT: The VA Medical Center, Providence, RI has a requirement for Firm Fixed Price contract to provide professional Architect/Engineer Services for a complete design package for construction to Improve Primary Care HVAC and Security, Project Number 650-16-003. This is not a Request for Proposal; this is a Sources Sought document only. The purpose of this notice is to determine if there are qualified SDVOSBs or VOSBs that have the experience in A/E Services for a complete design to improve HVAC, power and data at the Primary Care medical assistance work area and to improve Primary Care perimeter security at Building One, D Wing located at the Providence VA Medical Center and if such businesses are interested in this procurement. The NAICS code is 541310 and the small business size standard is $7.5 million. Interested SDVOSB or VOSB firms should indicate their interest to the Contracting Officer not later than 18 calendar days from the date of this notice via email to Sandra.Mosca@va.gov. The following information is requested in response to this notice: Evidence of verification in Vet Biz as an SDVOSB or VOSB firm under NAICS code 541310. A positive statement of your intention to submit a qualifications package in response to this notice. Evidence of your experience in A/E Services for a complete design and construction services for improving HVAC and Security in an active patient care area of a VA medical/hospital facility with a minimum of two (2) projects (please provide contract descriptions, contract dollar amounts and telephone numbers for points of contact no photographs). The estimated magnitude of construction costs for this project ranges between $100,000.00 and $250,000.00. Proof of professional liability insurance required to cover this project in the amount of at least $500,000.00. Evidence your firms office is within a 200 mile radius of the Providence VA Medical Center located at 830 Chalkstone Avenue, Providence, RI 02908. All information must be submitted in sufficient detail for a decision to be made on the availability of interested SDVOSB or VOSB concerns. Failure to submit all information requested will result in a contractor not being considered as an interested SDVOSB or VOSB concern. If adequate interest is not received from SDVOSB or VOSB concerns by 18 calendar days from the date of this notice, this action will not be set-aside for SDVOSB or VOSB firms. Interested firms may reply via e-mail to Sandra.Mosca@va.gov. Firms must be registered in the System for Award Management (SAM). Visit www.sam.gov to register in this database. SDVOSB or VOSB firms must be verified by the Center for Veteran Enterprises (CVE) under NAICS 541310. PROJECT INFORMATION: Provide professional Architect/Engineer Services for improving the HVAC, power and data for the Primary Care medical assistants work area which has 630 net square feet of area more or less. Provide millwork wall cabinets and wall blocking for Primary Care medical assistants work area or provide wall blocking for furniture system wall cabinets for Primary Care medical assistants work area. The wall cabinets to be provided will be determined during design. Provide security walls, doors, hardware and card reader access at Primary Care perimeter. Improve door hardware for security at Primary care perimeter. Modify HVAC at the waiting area for perimeter security improvements and relocation of an existing electric water cooler for perimeter security improvements. Two Primary Care areas are to be secured. One has a perimeter of 740 linear feet more or less. The other has a perimeter of 180 linear feet more or less. Provide energy and water efficient features as construction project requirements. The project shall incorporate features that meet VA standards for the dignity, security and privacy of patients who utilize the facilities constructed by this project. Conduct a code analysis to ensure egress requirements are fully maintained with the security perimeter. Conduct surveys, perform investigations, meet with staff who will be working in the areas being renovated or built to ensure the new construction and renovations meet the space and other needs for the particular specialty, and prepare documentation of all existing conditions necessary for the design and construction of this project. The VA will provide information based on past and current projects; however, verification is the responsibility of the A/E. Using the results of initial site investigations and surveys, prepare a conceptual design for presentation to and discussion with Providence VAMC staff; revise the conceptual design to respond to VAMC staff comments until VAMC staff accept the conceptual design. Prepare design documents based on the concept design accepted by VAMC Providence. Fully investigate interior spaces, by looking above drop ceilings and other explorative methods to determine utility locations, plumbing and electrical connections and other information that may impact the project design. Assess existing HVAC, plumbing, fire protection, electrical, communication, security and alarm systems in the existing building to the extent necessary to determine whether these existing systems contain sufficient capacity to provide system needs for the proposed building renovations. For those building systems which do not contain sufficient capacity to support the renovations, identify potential means to provide the necessary building system and evaluate each potential system for initial cost, life cycle cost, and suitability for a health care facility, maintainability, and compatibility with existing systems.
