- The purpose of this notice is to announce the USSOCOM Preservation of the Force and Family (POTFF) II Support Contract Industry Day being conducted on 27-29 March 2017. The United States Special Operations Command (USSOCOM) Directorate for Force Management and Development (FMD), POTFF Office's mission is to build and implement a superior holistic approach to address the pressure on the force and also the increased stress on operators' families. The mission is accomplished by increasing the physical, mental and spiritual capacity of the SOF Tactical Athletes over their careers, decreasing the rate of physical and emotional injuries from all causes, and significantly accelerating return to duty times. The program's end state is to prepare, preserve, sustain and ultimately multiply SOCOM's combat power by application of integrated inter-disciplinary personal services teams. POTFF requires contractor support in Human Performance, Psychological Performance and Peer Networking across the USSOCOM Enterprise (including Theater Special Operations Commands, USSOCOM Components, and sub-unified commands). POTFF ensures Special Operations Forces (SOF) physical and mental resiliency by embedding Athletic Trainers, Strength and Conditioning Coaches, Physical Therapists, Licensed Clinical Social Workers, Psychologists, Data Analysts and other specialists within SOF units. Key Elements of Basic Acquisition Strategy (Pending Final Approval): Contract Type: Single Award Indefinite Delivery, Indefinite Quantity (IDIQ), Full and Open Competition. Small Business Requirements: A SB Subcontracting Plan including mandatory percentages will be required if awarded to a large business. Seeking Industry Feedback on the appropriate percentages as outlined below. Determined appropriate NAICS; 621340 Offices of Physical, Occupational and Speech Therapists, Size Standard $7.5M Annually. Basic Contract Period; 1 year base period with possible 4 - One-year Option Years, total period not to exceed 5 years. Anticipated overall contract ceiling; $300M phased over 5 years, minimum guarantee not yet established. Clearance: The successful offeror must hold a Top Secret Facility Clearance from the Defense Security Service. Background/Discussion and industry feedback will be on the following topics: 1. Task order cost types. Anticipated allowable types for this effort would be FFP, LH, FPIF, CPIF or CPFF. 2. Currently existing contract efforts supporting POTFF across all SOCOM Components would transition under this contract; therefore, transition is critical and unique due to the types of services being requested. Seeking feedback on ways to mitigate the transition risks. 3. Seeking incentive ideas in two main areas: Filling positions quickly and retention. Seeking feedback on possibly partnering with academia to begin "growing your own" in some high demand labor categories. Registration is required for attendance. Registered vendors are limited to no more than four attendees. A group session will held on Monday, 27 March 2017 with one-on-one sessions to follow for those who request one. Depending on the number of attendees and requests for one on ones, these may be scheduled on 28 and 29 March 2017 to accommodate all requests. Maps and an information packet will be provided once registration is completed. A draft Performance Work Statement (PWS) will be attached to this notice prior to the event for your reference.
