- This is a Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. It is neither a solicitation announcement nor a request for proposals and does not obligate the Government to award a contract. Responses to this sources sought must be in writing. The purpose of this sources sought announcement is for market research, and to obtain information regarding: (1) the availability and capability of qualified sources; (2) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method. The Government intends to award a Firm Fixed-Price contract to the successful offeror. The National Institutes of Health, Office of Research Facilities Office of Acquisitions is seeking qualified sources to provide maintenance services and upgrades for Siemens Industry Direct Distributive Digital Controls (DDC) Systems which are installed in all buildings on the NIH main campus in Bethesda, Poolesville Animal Care Center, Fort Detrick BSL Facility located in Maryland and RML located in Hamilton, Montana. The contractor shall be required to provide emergency, preventive, remedial maintenance services, technical assistance and upgrades for installed systems, and any upgrades made to these systems. The contractor must also provide software updates/revisions to Siemens Building Technologies APOGEE servers and workstations. All work at NIH must be in accordance with applicable standards, including but not limited to Association for Assessment and Accreditation of Laboratory Animal Care (AAALAC), and Joint Commission for the Accreditation of Healthcare Organizations (JACHO). If a small business, please include your socio-economic status (e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business, 8(a), HUBZone, Women Owned Small Business, Small disadvantaged business, or Small Business HUBZone business), and must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described above. Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM) at www.sam.gov and complete Online Representations and Certifications Application (ORCA). All interested Offerors should submit information by e-mail to: matthew.heavey@nih.gov. All submissions must be received no later than 12:00 PM Eastern Time on Thursday March 23, 2017. After review of responses to this announcement, the Government intends to proceed with the acquisition.
