- The Architect of the Capitol (AOC) is posting this sources sought announcement for acquisition planning relative to a greenhouse design under the jurisdiction of the United States Botanic Garden. Interested parties should demonstrate knowledge and expertise in the design of greenhouses, fall protection, and stormwater systems. All interested candidates should submit capability statements for consideration. Capability statements will be reviewed to determine the experience and qualifications of interested candidates to perform the work of this project. Qualified candidates will be invited to submit a bid package for the design services, estimated to be between $1,000,000 and $2,000,000. The Production Facility (PF) is the largest greenhouse complex supporting a public garden in the United States. The PF has approximately 87,000 SF of greenhouse space under the glass roof. When constructed, the PF was designed to "mass produce" foliage and seasonal crops for Capitol Grounds, the House, the Senate, and display crops for the garden. The BG, now an accredited museum, has migrated to growing and caring for collections of plants which have been added into our Living Museum Collections. Each collection requires its own unique environmental conditions. This project will replace the existing aging production greenhouse with a modern, energy efficient, and safer greenhouse. Improvements include energy, ventilation and environmental, water conservation, and fall protection. As a living museum, the BG requires a Quarantine Greenhouse to provide additional isolation space for the incoming plants. This 6,000 SF facility will be similar to the production facility, but it will be environmentally isolated to reduce the transmission of pests and viruses to the larger museum collections. The BG also requires a Tissue Culture and Plant Diagnostic Laboratory to diagnose disease and pests and to help propagate orchids and recalcitrant species. The new laboratory will be built in an existing area within the head house. QUALIFICATIONS Submit firm and personnel experience and project examples that illustrate experience and qualifications to perform design of greenhouses, fall protection, and stormwater systems, as follows: PART I MINIMUM OFFEROR QUALIFICATIONS: The Greenhouse designer shall oversee the design and eventually the construction of the Production Facility Greenhouse. The firm shall have experience designing greenhouses for large scale commercial operations. The firm shall be familiar with the Argus Controls System which is the greenhouse and energy monitoring system. The designer should be familiar with the latest technology for heating / cooling systems in greenhouses, water distribution systems, irrigation and environmental control. The firm and key personnel shall provide examples of a minimum of three successfully completed projects. The Fall Protection professional is responsible for designing the fall protection on the top of the greenhouse. The designer shall have a minimum of 10 years of experience designing fall protection. They shall be able to provide certification for a fall protection competent person 40 hour training and fall protection qualified person 40 hour training. The individual designers shall either be a CSP or a PE and the team shall have both a CSP and a PE on the team. There is a substantial civil engineer component to this project because it will trigger the District of Columbia (DC) Department of Energy and Environment (DOEE) stormwater regulations. To comply with regulations, the storm water design will require more than 8,500 CF of storage. 1. Project Examples: Provide descriptions of a minimum of three projects completed by Fall Protection designer and by the Greenhouse designer within the past 10 years. For each project, provide the following information: a. Project name and location. b. Contracting Agency/Client. c. Point of Contact with current telephone number and/or e-mail. d. Project Schedule to include dates of award, contract completion date, and actual completion date - you may provide explanation for the differences. e. Brief description of the project including any special requirements. Explain how the completed project is similar to the scope of this work. f. Project cost: original and final. You may provide explanation for any modifications. 2. Resumes: Provide resumes of the lead designers demonstrating described minimum experience requirement under Part 1. State number of years of experience in cleaning and repair of bronze sculpture. 3. Awards: Provide juried awards, if available. PART 2 MANAGEMENT PLAN: 1. Submit proposed management team, identifying key personnel (by discipline) and their roles to manage this particular effort. 2. Provide an organizational chart diagramming the relationships and hierarchy on the team and potential subcontractors. Submission: Interested parties shall submit a pdf of their capabilities package via email to Desmond Scott Desmond.Scott@aoc.gov no later than 4:00 pm EST on March 31, 2017. Information will be evaluated and may be used for a follow on solicitation without further notice.
