MARKET SURVEY N102B-17-0001 3 March 2017 From: MSC N102B Subject: EXPORTABLE CIVIL SERVICE RETIREMENT SYSTEM (CSRS) AND FEDERAL EMPLOYEES RETIREMENT SYSTEM (FERS) PRE-RETIREMENT PLANNING SEMINARS DESCRIPTION: This is a market survey for acquisition planning purposes ONLY. No formal solicitation exists at this time. MSC is soliciting input to determine the technical, administrative, management and financial capability of potential offerors to perform this kind of work. Interested offerors must submit a brief but complete capability statement that demonstrates the capability to perform the type of services described below. MSC requests a response to this market survey by no later than 17 March 2017 at 1:00 p.m. Norfolk, Virginia local time. This information will be used by the Contracting Officer to assist in developing the procurement strategy. This is a request for information only and your response is not an offer. This request for information does not commit the Government to pay for any costs incurred in preparation of any submission to this market survey. DRAFT REQUIREMENT PERFORMANCE WORK STATEMENT FOR EXPORTABLE CIVIL SERVICE RETIREMENT SYSTEM (CSRS) AND FEDERAL EMPLOYEES RETIREMENT SYSTEM (FERS) PRE-RETIREMENT PLANNING SEMINARS 1. SCOPE This Statement of Work covers exportable Civil Service Retirement System (CSRS) and Federal Employees Retirement System (FERS) Pre-Retirement Planning Seminars in support of Military Sealift Command's (MSC) initiative to provide monthly pre-retirement planning seminars for Civilian Mariners (CIVMARs) and Civilian Personnel (CIVPERS) at Customer Service Unit (East) in Norfolk, VA, Customer Service Unit (CSU) West in San Diego, CA and MSC Headquarters in Washington D.C. 2. BACKGROUND To provide monthly exportable Civil Service Retirement System (CSRS) and Federal Employees Retirement System (FERS) Pre-Retirement Planning Seminars at Customer Service Unit (East) in Norfolk, VA, Customer Service Unit (CSU) West in San Diego, CA and MSC Headquarters in Washington D.C. for Civilian Mariners (CIVMARs) and Civilian Personnel (CIVPERS). Retirement planning is essential in order to identify and plan for the retirement income necessary for employees to meet their financial and health needs for the remainder of their life. The training is expected to prepare employees for a smooth transition into retirement. 3. REQUIREMENTS. The contractor shall provide a Civil Service Retirement System (CSRS) Pre-Retirement Planning Seminar and a Federal Employees Retirement System (FERS) Pre-Retirement Planning Seminar for Civilian Mariners (CIVMARs) and Civilian Personnel (CIVPERS) exportable to Customer Service Unit (East) in Norfolk, VA, Customer Service Unit (CSU) West in San Diego, CA and MSC Headquarters in Washington D.C. The seminars shall not exceed two-days and should include the key elements of the Federal Employees Retirement System (FERS); the key elements of the Civil Service Retirement System (CSRS); the difference between FERS and CSRS; how to compute basic FERS/CSRS retirement income; tax issues affecting FERS/CSRS benefits; Social Security and Medicare; Thrift Savings Plan (TSP); pending legislation that may affect FERS/CSRS benefits; survivor benefits; leave; health benefits, and life insurance, in an exportable format. The contractor shall provide one (1) qualified instructor who has comprehensive knowledge of the Civil Service Retirement System (CSRS) and Federal Employees Retirement System (FERS) federal retirement plans. The contractor shall provide student training guides, handouts for each area of training, all necessary presentations, and shall ensure they are available for use at the training site on the first day of training. MSC will provide a computer and projector and adequate training facilities for the contractor to conduct the course. Upon completion of training, the contractor shall provide to MSC (CIVMAR Training N122) completion rosters to include course name, date of training, and student names. The contractor will be responsible for correctly submitting forms/applications required for Base access. Any additional administrative support required by the contractor that arises due to special circumstances shall be requested from MSC at least five days in advance of the scheduled training. 4. LOCATIONS. Training will be held at MSC's Customer Service Unit East in Norfolk, VA, Customer Service Unit West in San Diego, CA and MSC Headquarters in Washington D.C. Training will be completed, at the discretion of the government. 5. PERFORMANCE METRICS The contractor is accountable for course quality subject to evaluation and is also accountable for timeliness of the course offerings and their cost-effectiveness. The contractor will develop a method that measures and demonstrates training effectiveness for the course. This measurement is expected to include seeking student feedback; for example, end of course surveys or a similar method, in order to gather statistics on training effectiveness. The contractor could expect a MSC Staff Representative to be present at the course offering. If present, the MSC Staff Representative will audit the course and may provide a verbal or written evaluation to the instructor immediately upon the conclusion of the training; in addition, the MSC Staff Representative will provide a written evaluation to MSC upon return to his place of work. TRAVEL POLICY. The Government will reimburse the contractor for allowable travel costs incurred by the contractor in performance of the contract and determined to be in accordance with FAR subpar 31.2, subject to the following provisions: Per Diem for travel on work assigned under this contract will be reimbursed to employees consistent with company policy, but not to exceed the amount authorized by the Department of Defense Joint Travel Regulations (JTR) Vol 2 for Civilian Personnel, as amended. G-1 AUTHORIZED CHANGES ONLY BY THE CONTRACTING OFFICER a. Except as specified in Paragraph (c) below, no order, statement, or conduct of Government personnel who visit the Contractor's facilities or in any other manner communicates with Contractor personnel during the performance of this contract shall constitute a change under the "Changes" clause of this contract. b. The Contractor shall not comply with any order, direction or request of Government personnel unless it is issued in writing and signed by the Contracting Officer, or is pursuant to specific authority otherwise included as part of this contract. c. The Contracting Officer is the only person authorized to approve changes in any of the requirements of this contract and notwithstanding provisions contained elsewhere in this contract, the said authority remains solely the Contracting Officer's. In the event the contractor effects any change at the direction of any person other than the Contracting Officer, the change will be considered to have been made without authority and no adjustment will be made in the contract price to cover any cost increase incurred as a result thereof.
