Page 12 of 14 DESCRIPTION: This is a Sources Sought Pre-Solicitation Notice for the establishment of an Architect-Engineering (A-E) contract with services to be performed at the Canandaigua VA Medical Center, 400 Fort Hill Avenue, Canandaigua, NY 14424. This requirement is 100% set-aside to Small Disabled Veteran Owned Small Business (SDVOSB) firms. THIS ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSAL; NO SOLICITATION PACKAGE WILL BE ISSUED UNTIL AFTER AN EVALUATION HAS BEEN MADE ON THE PROVIDED SF-330s. The SF-330 can be downloaded through the GSA Forms Library at: http://www.gsa.gov/portal/forms/type/TOP, scroll down to locate and click on the SF-330 hyperlink entitled, Architect-Engineer Qualifications. VA intends to award an Architect/Engineer contract for complete design services (preliminary concepts and layouts, program development, investigative services, preparation of contract drawings and specifications, cost estimating services, and construction period services) for the Relocate Grounds and Transportation Deign Project# 528A5-17-502. The area of consideration is restricted to firms with offices and key personnel to be assigned to the design located within a 300 mile radius of the Canandaigua VAMC site as indicated by a mapquest.com driving directions search from the prime designer s address listed in Vetbiz to the project site. The address of the prime designer will be the main office address listed in Vetbiz, not a satellite office or an office of another company or subcontractor. Written questions pertaining to this requirement should be submitted no later than 4:00 PM. Eastern Daylight Time (EDT), March 16, 2017. Interested firms should submit their current SF-330, Parts I and II, to Rachel.Beason@va.gov. The SF-330s are due no later than 4:00 PM, EDT, April 3, 2017. SCOPE OF WORK: This project proposes to design and provide construction period services relocating the Grounds and Transportation Department at the Canandaigua VAMC. The contractor shall design the following EXISTING CONDITIONS Building 16 Single Story Grounds and Transportation occupies office, storage, lavatory and garage bay facilities in B-16. Estimated 550 S.F. general offices and 1,750 S.F. Garage with 3-overhead doors Grounds activity supports road maintenance, snow removal, lawn and landscaping needs, and performs maintenance on VA tractors, mowers and a variety of equipment. Transportation activity maintains buses and vans for VA shuttle and mobile medical service. In addition a fleet of cars is maintained for Medical Center personal travel. Transportation maintains assorted records for servicing all vehicles and equipment and a process for vehicle sign out. In addition to normal hours, Grounds and Transportation may be present on a 24 / 7 basis pending activities such as snow removal. Washing of vehicles and equipment is an ongoing activity. Building 138 Pole Barn Building 138 was constructed for miscellaneous service and storage capability. Pdf drawings referenced in this SOW are available in AutoCAD format. Construction is SOG, steel frame, R-13 / R-19 Insulation with interior Drywall. Existing electrical service is underground from RGE Pole 335 with a 200 Amp panel. Expanded service is presumed necessary. Current service includes B138, 133 and exterior stations for vehicle engine block heaters. B138 is not tied into the campus Fire Alarm system B138 has no sanitary sewer and only a limited single drain to a minor storm water retention area to the North East of B138. The SOG is not pitched and there are no floor drains. A/E SCOPE OF SERVICES Provide design and engineering services together with a VA format-driven construction contract package for modifications/additions to Building 138 to house the relocation of Grounds and Transportation from Building 16 at the VA Medical Center 400 Fort Hill Avenue, Canandaigua NY 14424. This document provides an overview of the work. Include design full consideration associated with all forms of CSI content generally associated with Architectural, Mechanical, Electrical and Code-driven facility modifications. Such considerations may also include storm and sanitary sewer, repaving and grading, SOG rework and reinforcement, fire alarm and protection, equipment, office, lavatory, hazardous material storage, and grading. Such compliance will include but not be limited to a NYS SWPPP for the Canandaigua facility so that the Medical Center may obtain a SPDES General Permit for Storm water Discharges (if code required by the work). If code required, provide specifications and construction period services as required by the SPDES General Permit for Storm water Discharges. Provide landscaping and engineered erosion mitigation design as appropriate. Provide for necessary additions and relocation of all utilities, safe and optimal traffic flow within Lot 118 with entry and exit to lot 118. Provide site design and drawings for designated vehicle fleet operations. The following features and functions shall be included in the design and engineering and construction package documents: Administrative Office Addition To be located at the East end of the existing building. Nominal S.F. shall not exceed 950 S.F. Multiple features will include: 2 Offices Foyer entry w/ provisions for fleet vehicle sign out, records and key storage. Lockers, Bunks, Break Room with Kitchen, Lavatory and Showers and file storage room. East elevation Sidewalk entry for staff and vehicle sign out. Heating and A/C. 9 Ceiling height Windows, Doors and Architectural features. Existing Fire Truck Bay To be repurposed for fleet repair and maintenance. H. D. Vehicle lift capable of servicing Vans and Buses. (Remove and Replace existing SOG) Provide new sloped SOG with drain and environmental separation system and discharge to storm water location. This bay will also be purposed for Winter Weather equipment thawing and control of associated snow and ice via drainage. New loft storage area. Heating and ventilation. Associated utilities. West 2-Bay Room Minimum R-19 Insulation. Heating capability 45 55 Degrees F. Attached Exposed Storage Bay Addition Presumed to be the entire length of the North Elevation. Continue existing roof pitch to the North such that the clear height entry is not less than 10. Expose on 3-sides and adjoining the existing North wall of B138. Lighting and weather proof electrical service outlets. Include HD 30 Amp service for engine block heaters. Compacted crushed stone as floor. General Additional internal water distribution and exterior frost proof hose bibs at all elevations. Additional exterior electrical service outlets at all elevations. Pave existing crushed stone entry locations on South Elevation. Heating design is to be decided during design development together with consideration of pending campus projects Attend design review meetings and make all necessary site visits during design to gather information necessary from the existing sites, building plans, utility plans, etc. to provide a complete assessment of the proposed work. This should include a pre-set number of visits included in the proposal. The AE shall preform all appropriate searches of electronic files for additional reference and design. Consult with VA Medical Center Grounds and Transportation regarding operations and specialized design needs. Provide complete electronic plans in.pdf and AutoCAD format and fully edited specifications in.pdf and Word format sourced from VA Technical Investigation Library (TIL) based specifications. Include an execution package Scope of Work narrative summary of the work. Provide an independent analysis of all underground utilities for inclusion in design. Such analysis shall not be limited to ground penetrating radar, access by the AE of existing project plans and data, and review of pertinent VA documentation. Other work shall include: Construction period services including RFI review and response. Contractor Submittal and Shop Drawing review. Site visits and inspections. Completed as-built drawings in AutoCAD and pdf format. Execution release package Specifications and Scope of Work shall contain but not be limited to the following inclusions: The execution contractor shall provide a certified testing laboratory for subsurface preparation, compaction, and materials compliance. The testing laboratory shall provide via the execution contractor written test report to the VA COR. Testing results not meeting standards contained in the specifications shall be removed and replaced by the execution contractor. The execution package shall include provisions to verify all underground utilities and replacement of all items damaged during construction. Review any adjacent project design and provide final as-built documentation. The AE shall provide all interior design services including but not limited to the completed Finish Schedule for all architectural items to be installed. The AE shall coordinate execution package inclusion of all specific interior design item VA selection such as but not limited to room colors, trim, doors, hardware, wall treatments, flooring, shower and lavatory finishes and items, ceiling, window treatments, fixtures, and specialty items with the VA COR as the singular point of contact. The purpose of preselection is to eliminate the review and selection of these items after the award of the execution contract DESIGN CRITERIA: As part of the design the following list needs to be considered: All aspects of the design must adhere to the NEC Design manuals posted on the VA technical information library at the following sites: http://www.cfm.va.gov/til/dManual/dmMEhosp.pdf http://www.cfm.va.gov/til/dManual/dmPlbg.pdf All electrical, architectural, and mechanical work for these systems will be designed by the A-E. The installation must, at a minimum, be in accordance with all applicable codes indicated in the Department of Veterans Affairs (VA) Design Manuals and VA Publications (Master Construction Specifications, Construction Standards, National Fire Protection Association (NFPA), Underwriters Laboratory, International Building Code IBC 2003, NFPA and National Electric Code (NEC), building codes and standards, and VA Information Security Handbook 6500.6, etc.). A/E Design Submittals: The submittals below are required: Conceptual (0%) Initial site visit to become familiar with VA Facilities personnel, the site and site conditions. Concept design and recommendations defining the design approach. Confirm design approach, deliverables and schedule. Design Development (30%) Meetings as required. Site investigation and surveys. Analysis of subject utility services. Mid-Design (60%) a. Advanced design and architectural/engineering planning. b. Outline specifications. c. 60% Drawings of existing subject utilities. d. Repair and Replacement draft drawings. e. Draft specifications. f. Preliminary cost estimate, schedule of submittals. g. Site survey reports and analysis. h. Response to previous submittal review comments. Un-Reviewed Final Design (90%) a. Complete submittal of design drawings, specification and cost estimate for final review. b. Prior to the submission of the un-reviewed final drawings and specifications, the Architect Engineer shall conduct a narrative walk-thru with the COR for each of the trades included in the project to demonstrate that the work shown on the drawings can be physically constructed as depicted. The trades shall include, but not be limited to, Civil, Architectural, Structural and Mechanical. The designer for each trade shall be present at the walk-thru which will encompass all the physical areas affected by the project. Upon completion of the walk-thru, the VA will give direction to the Architect-Engineer whether the design may proceed to completion as shown or whether some re-design is necessary. The walk-thru shall be scheduled by the Architect-Engineer in a manner that will allow corrections before the un-reviewed final submission due date. Required corrections will not excuse the Architect-Engineer from submitting the un-reviewed final drawings and specifications on time. c. Response to previous submittal review comments. Final Design (100%) a. Submittal of final design drawings, specifications, including material submittal listing, finish schedule and cost estimate. b. Final design drawings shall be prepared in both pdf and CAD format. Final specifications shall be prepared in both.pdf and Word format. c. Response to previous submittal review comments. OFFERORS WILL BE EVALUATED ON THE FOLLOWING CRITERIA: The submitted SF-330s will be evaluated on the following criteria: This acquisition will be in accordance with FAR Part 36.602-1 and VAAR Part 836.602-1. The following evaluation criteria will be used to evaluate SF-330 technical proposals: The A/E must demonstrate its qualifications with respect to the published evaluation criteria for all services. Evaluation Criteria (1) through (4) are considered most important and equal among themselves; Criteria (5) and (6) are of slightly less importance than (1) through (4), but are equal value among themselves; Criteria (7) and (8) are the least important and listed in descending order of importance. Specific evaluation criteria include: 1. Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials. 2. Professional Qualifications necessary for satisfactory performance of required services. 3. Capacity to accomplish the work in the required time. 4. Past Performance on contracts with Government agencies and private industry in terms of cost control, quality of work and compliance with performance schedules. 5. Specific experience and qualifications of personnel proposed for assignment to the project and their record of working together as a team. 6. Location in the general geographical area of the project and knowledge of the locality of the project; provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project. 7. Reputation and standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness. 8. Record of significant claims against the firm because of improper or incomplete architectural and engineering services. Criterion 1 - Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials. Offerors will be evaluated on specialized experience and technical competence in the performance of services similar to those anticipated under this contract with regard to: · Experience with design of vehicle maintenance facilities and garages. · Experience with design of multifunctional offices. · Experience with specialized HVAC and electrical design for maintenance facilities; · Experience in providing post construction award services (shop drawing review, as-built drawing and Quality Assurance Plan (QAP) preparation, construction inspection services, and Operating and Maintenance Manuals). Submission requirements: Provide up to five (5) projects completed or substantially completed within the past five (5) years that best illustrate specialized experience of the proposed team in the areas outlined above. Example projects shall note project s square footage. All projects provided in the SF-330 must be completed by the office/branch/regional office/individual team member actually proposed to manage and/or perform work under this contract. To enable verification, firms should include the DUNS number along with each firm name in the SF-330 Part 1, Section F Item 25 Firms from Section C Involved in this Project, block (1). Include a contract number or project identification number in block 21. Include an e-mail address, and phone number for the point of contact in block 23(c). Include in the project description the contract period of performance, award contract value, current contract value, a summary of the work performed that demonstrates relevance to specialized experience as outlined above. If the contractor served as a subcontractor on a project, indicate the value of the work they provided towards the performance of the overall project. If a project was performed by a joint venture, and not all joint venture partners are on the team proposed for this contract, the offeror/team should specifically address the work performed by the joint venture partner offering/teaming on this contract. Likewise, if the offeror/team member worked as a subcontractor on a project, the description should clearly describe the work actually performed by the offeror/team member and the roles and responsibilities of each on the project, rather than the work performed on the project as a whole. If the project description does not clearly delineate the work performed by the entity/entities offering/teaming on this contract, the project could be eliminated from consideration. NOTE: If the Offeror is a joint venture, information should be submitted as a joint venture; however, if there is no information for the joint venture, information should be submitted for either joint venture partner, not to exceed a total of five (5) projects for this criterion. Projects shall be submitted on the SF-330. For submittal purposes, a task order on an IDIQ contract is considered a project, as is a stand-alone contract award. Do not list an IDIQ contract as an example of a completed project. Instead, list relevant completed task orders or stand-alone contract awards that fit within the definition above. Examples of project work submitted that do not conform to this requirement will not be evaluated. Failure to provide requested data, accessible points of contact, or valid phone numbers could result in a firm being rated lower. All information for Criterion 1 should be submitted in Part 1, Section F of the SF-330. The Government WILL NOT consider information submitted in addition to Part 1, Section F in evaluating Criterion 1. Criterion 2 - Professional Qualifications necessary for satisfactory performance of required services. Offerors will be evaluated in terms of the qualifications, competence and experience of the key personnel and technical team proposed to accomplish this work. Key personnel are individuals who will have major contract or project management responsibilities and/or will provide unusual or unique expertise. Provide a balanced licensed and or certified workforce in the following disciplines Architecture, Civil, Structural, Mechanical, Electrical, and Fire Protection Engineering Submission requirements: Provide resumes for all proposed key personnel. Resumes are limited to one page each and should cite project specific experience and indicate proposed role in this contract. Provide professional registration, certification, licensure and/or accreditation. Indicate participation of key personnel in example projects in the SF-330 Part 1 Section G. Criterion 3 - Capacity to accomplish the work in the required time. Firms/teams will be evaluated in terms of their ability to plan for and manage work under the contract and capacity to accomplish the work in the required time. Submission requirements: Describe the firm s ability to concurrently perform and manage multiple projects in different locations to meet aggressive schedules, multiple disciplines, and control costs and the firm s capacity to accomplish multiple projects simultaneously. Criterion 4 - Past Performance Offerors will be evaluated on past performance with Government agencies and private industry in terms of work quality, compliance with schedules, cost control, and stakeholder/customer satisfaction. Evaluating past performance and experience will include information provided in Past Performance Questionnaires (PPQs) or CPARS/ACASS for Criterion 1 projects and may include other information provided by the firm, customer inquiries, Government databases, and other information available to the Government including contacts with points of contact in other criteria. Failure to provide requested data, accessible points of contact, or valid phone numbers could result in a firm being rated lower. NOTE: Past performance information for projects listed under Criterion 1. Submission requirements: SUBMIT A COMPLETED CPARS/ACASS EVALUATION FOR EACH PROJECT UNDER CRITERION 1. IF THERE IS NOT A COMPLETED CPARS/ACASS EVALUATION, the Past Performance Questionnaire (PPQ) included in this notice is provided for the offeror or its team members to submit to the client for each project the offeror includes under Criterion 1. AN OFFEROR SHALL NOT SUBMIT A PPQ WHEN A COMPLETED CPARS/ACASS IS AVAILABLE. IF A CPARS/ACASS EVALUATION IS NOT AVAILABLE, ensure correct phone numbers and email addresses are provided for the client point of contact. Completed PPQs should be submitted with your SF-330. If the offeror is unable to obtain a completed PPQ from a client for a project(s) before the response date set forth in this notice, offerors should complete and submit with their responses the first page of the PPQ (Attachment), which will provide contract and client information for the respective project(s). Offerors may submit a PPQ previously submitted under a different Notice/RFP (legible copies are acceptable) as long as it is on the same form as posted with this Synopsis. Offerors should follow up with clients/references to ensure timely submittal of questionnaires. If requested by the client, questionnaires may be submitted directly to the Government's point of contact, Network Contracting Office 2 Attn: Rachel Beason via email at Rachel.Beason@va.gov prior to the response date. Offerors shall not incorporate by reference into their response PPQs or CPARS previously submitted in response to other A/E services procurements. However, this does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation. Criterion 5 - Specific experience and qualifications of personnel proposed for assignment to the project and their record of working together as a team. Submission requirements: Offerors shall submit evidence of individuals experience and qualifications in their respective fields. Additionally, documentation must be provided to show these individuals have worked together as a team on previous projects and their role. (Completing Sections E, F, and G, on the SF-330 meets the documentation requirement). Furthermore, offerors shall describe the ability of the firm to manage, coordinate and work effectively with team members, both internal staff and consultants. Discuss the history of working relationships with team members, including joint venture partners where applicable. Criterion 6 - Location within a 300 mile radius to the design site (Canandaigua, NY) and knowledge of the location (Canandaigua, NY); provided, that application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the project. Provided that the application of this criterion leaves an appropriate number of qualified firms, given the nature and size of the contract, firms/teams will be evaluated on the locations of their office or offices that will be performing the work under this contract. Submission requirements: Indicate firms/teams location, including main offices, branch offices and any subconsultants offices and demonstrate how this will be advantageous to the Government. Criterion 7 Reputation and standing of the firm and its principal officials with respect to professional performance, general management, and cooperativeness. Submission requirements: Offerors shall provide documentation (awards, certificates, publications, commendations from within the community) as evidence of reputation and standing of its firm. Criterion 8 - Record of significant claims against the firm because of improper or incomplete architectural and engineering services. Offerors with substantiated claims against the firm as a result of improper architectural and engineering services provided in the last three (3) years. Submission requirements: Records and any other documentation of substantiated claims highlighting improper or incomplete architectural engineering services against the firm within the last three (3) years. The SF-330 shall contain a statement affirming that there are no records of significant claims because of improper or incomplete architectural and engineering services. Evaluation Scoring Evaluation factors 1, 2, 3, 5, 6, 7, and 8 will be evaluated using the following adjectival ratings as follows: Outstanding: Proposal meets requirements and indicates an exceptional approach and understanding of the requirements. Strengths far outweigh any weaknesses. Risk of unsuccessful performance is very low. Good: Proposal meets requirements and indicates a thorough approach and understanding of the requirements. Proposal contains strengths which outweigh any weaknesses. Risk of unsuccessful performance is low. Acceptable: Proposal meets requirements and indicates an adequate approach and understanding of the requirements. Strengths and weaknesses are offsetting or will have little or no impact on contract performance. Risk of unsuccessful performance is moderate. Marginal: Proposal does not clearly meet requirements and has not demonstrated an adequate approach and understanding of the requirements. The proposal has one or more weaknesses which are not offset by strengths. Risk of unsuccessful performance is high. Unacceptable: Proposal does not meet requirements and contains one or more deficiencies. Proposal is not awardable. The firm s proposal demonstrates a misunderstanding of the requirement and the approach fails to meet performance standards. The firm s proposal has major omissions and inadequate details to assure evaluators that the offeror has an understanding of requirement. The ratings identified below were used in the evaluation of Past Performance (Criterion 4): Substantial Confidence: Based on the offeror s recent/relevant performance record, the Government has a high expectation that the offeror will successfully perform the required effort. No doubt exists based on the offeror s past performance that they can satisfy the requirements of the contract. Satisfactory Confidence: Based on the offeror s recent/relevant performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort. Little doubt exists based on the offeror s past performance that they could satisfy the requirements of the contract. Unknown Confidence (Neutral): No recent/relevant performance record is available or the offeror s performance record is so sparse that no meaningful confidence assessment rating can be reasonably assigned. Limited Confidence: Based on the offeror s recent/relevant performance record, the Government has little expectation that the offeror will be able to successfully perform the required effort. Some doubt exists based on past performance that they could satisfy the terms and conditions of the contract. No Confidence: Based on the offeror s recent/relevant performance record, the Government has little expectations that the offeror will be able to successfully perform the required effort. Significant doubt exists based on the offeror s past performance that they can satisfy the requirements of the contract. SELECTION INTERVIEW: Interviews shall be scheduled with firms slated as the most highly qualified. Firms slated for interviews may be asked to explain or expand on information contained in the SF-330 submittal through a formal interview or a discussion questionnaire as determined by the Contracting Officer. GENERAL INFORMATION: All design and work will conform to the current edition of the VA Master Specifications and VA Design Standards as published at the following site: www.cfm.va.gov; ASME, OSHA, IBC 2009, NFPA and NEC building codes and standards. Coordinate all work through the COR of Facilities Management Service. Contractor is responsible for all cleanups and refuse disposal throughout the construction period. The A-E firm will prepare drawings and specifications in sufficient detail such that qualified outside General Contracting companies can prepare accurate and timely proposals for the desired construction work. Microsoft Project scheduling and management software will be used by both the A-E and Contractors to allow for regular tracking of schedules and work by the VA Medical Center. Schedules with MS Project will be regularly sent to the COR upon project initiation and whenever significant changes occur in the schedule. The estimated magnitude of construction is between $500,000 and $1,000,000. The A-E will provide an initial estimate of cost to perform the above work and will design only those items that can be provided within the cost limitation. The Medical Center must remain operational throughout the construction period and a detailed sequence of work will be provided by the A-E to minimize impact of the construction. The A-E will provide documents at each submission as indicated in the statement of work. The NAICS code for this procurement will be 541330, Engineering Services. The current small business size standard for 541330 is $15 million. Requirement for Electronic Submission Unless paper offers are specifically authorized, all responses to this pre-solicitation notice must be submitted electronically as described below.   The only acceptable paper form for this requirement is the receipt of past performance questionnaires. Failure to comply with this requirement may jeopardize the possibility of receiving an award for the contract due to non-compliance with the terms of the solicitation.   You must submit your electronic offer, and any supplemental information (such as spreadsheets, backup data, technical information), using any of the electronic formats and media described below. In addition, contractors are notified of the award via an electronic Notice of Award e-mail.   The award document will be attached to the Notice of Award e-mail. Acceptable Electronic Formats  (Software) for Submission of Offers Files readable using the current Microsoft* Office version Products: Word, Excel, PowerPoint, or Access.   Spreadsheet documents must be sent in a format that includes all formulas, macro, and format information.   Print or scan images of spreadsheets are not acceptable.     Please see security note below for caution regarding use of macros. When submitting construction drawings contractors are required to submit one set in AutoCAD and one set in Adobe PDF. (Purpose: contracting can open the PDF version and engineering can open AutoCAD files) Files in Adobe* PDF (Portable Document Format) Files:   When scanning documents scanner resolution should be set to 200 dots per inch, or greater. Other electronic format.     If you wish to submit an offer using another format than those described in these instructions, e-mail the Contracting Officer who issued the solicitation. Please submit your request at least ten (10) calendar days before the scheduled closing date of the solicitation.     Request a decision as to the format acceptability and make sure you receive approval of the alternate format before using it to send your offer. E-mail Submission Procedures: For simplicity in this guidance, all submissions in response to a solicitation will be referred to as offers. Subject Line:   Include the solicitation number, name of company, and closing date of solicitation.   Use only one of the terms Quotation, Offer, or Bid depending on the solicitation type.   Size:   Maximum size of the e-mail message shall not exceed five (5) megabytes.  The SF330, in its entirety, shall not exceed one email of 5MB. The SF330 (not including past performance questionnaires) are limited to 30 pages. If the page limits are exceeded, the pages in excess of the limit will not be read or considered. Only one email is permitted unless otherwise stated in this paragraph or in writing by the Contract Officer submitting the solicitation. The Microsoft Outlook © Email time/date stamp will be used to date and time stamp offers for the official record of receipt for the submission. The date and time stamp in recipients inbox is the official record of receipt. Security Issues, Late Bids, Unreadable Offers Late submission of offers are outlined at FAR Parts 52.212-1(f), 52.214-7, and 52.215-1(c)(3).   Particular attention is warranted to the portion of the provision that relates to the timing of submission.     Please see FAR 15.207(c) for a description of the steps the Government shall take with regard to unreadable offers.   To avoid rejection of an offer, vendors must make every effort to ensure their electronic submission is virus-free.   Submissions or portions thereof submitted and which the automatic system detects the presence of a virus or which are otherwise unreadable will be treated as unreadable pursuant to FAR Parts 14.406 and FAR 15.207(c ). The virus scanning software used by our e-mail systems cannot always distinguish a macro from a virus. Therefore, sending a macro embedded in an e-mail message or an e-mail attachment may cause the e-mail offer to be quarantined. You may send both the spreadsheet and the spreadsheet saved in PDF format to ensure that your proposal is readable. Password protecting your offer is not permitted. The Contracting Officer will file the offer electronically which will allow access only by designated individuals. Important Notice: Apparent successful offerors must apply for and receive verification from the Department of Veterans Affairs Center for Verification and Evaluation (CVE) in accordance with 38 CFR Part 74 and VAAR 819.70 by submission of documentation of Veteran status, ownership and control sufficient to establish appropriate status, offerors must be both VISIBLE and VERIFIED by the Department of Veterans Affairs Center for Verification and Evaluation prior to contract award. Failure to be both VERIFIED by CVE and VISIBLE on VetBiz prior to contract award will result in the offeror s proposal being deemed non-compliant. All offerors are urged to contact the CVE and submit the aforementioned required documents to obtain CVE verification of their SDVOSB status if they have not already done so. 852.219-10      VA NOTICE OF TOTAL SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS SET-ASIDE (JUL 2016)(DEVIATION) (a) Definition. For the Department of Veterans Affairs, Service-disabled veteran-owned small business concern or SDVSOB : (1) Means a small business concern: (i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans or eligible surviving spouses (see VAAR 802.201 Surviving Spouse definition); (ii) The management and daily business operations of which are controlled by one or more service-disabled veterans (or eligible surviving spouses) or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran; (iii) The business meets Federal small business size standards for the applicable North American Industry Classification System (NAICS) code identified in the solicitation document; (iv) The business has been verified for ownership and control pursuant to 38 CFR 74 and is so listed in the Vendor Information Pages database, (https://www.vip.vetbiz.gov); and (v) The business will comply with subcontracting limitations in 13 CFR 125.6, as applicable (2) Service-disabled veteran means a veteran, as defined in 38 U.S.C. 101(2), with a disability that is service-connected, as defined in 38 U.S.C. 101(16). (b) General. (1) Offers are solicited only from verified service-disabled veteran-owned small business concerns. Offers received from concerns that are not verified service-disabled veteran-owned small business concerns shall not be considered. (2) Any award resulting from this solicitation shall be made to a verified service-disabled veteran-owned small business concern. (c) Agreement. A service-disabled veteran-owned small business concern agrees that in the performance of the contract, the concern will comply with the limitation on subcontracting requirements in 13 CFR §125.6. (d) A joint venture may be considered a service-disabled veteran owned small business concern if the joint venture complies with the requirements in 13 CFR 125.15, provided that any reference therein to SDVO SBC is to be construed to apply to a VA verified SDVOSB as appropriate. (e) Any service-disabled veteran-owned small business concern (non-manufacturer) must meet the requirements in FAR 19.102(f) of the Federal Acquisition Regulation to receive a benefit under this program.
