- PRE SOLICITATION NOTICE: The Centers for Disease Control and Prevention, National Institute for Occupational Safety and Health (NIOSH), Cincinnati, OH, has a requirement for this study to develop and evaluate model exposure assessment plans focusing on the first 72 hours of a disaster. This requirement is solicited as a full and open solicitation. The CDC intends to award a single Firm Fixed Fee contract. The period of performance is for one base year and 2 one year options. Brief description or SOW. This project was provided to the National Institute of Occupational Safety and Health for FY 2017 from the Office of Public Health Preparedness and Response, Centers for Disease Control for the stated purpose to develop and evaluate model exposure assessment plans focusing on the first 72 hours of a disaster. Although the Emergency Responder Health Monitoring and Surveillance (ERHMS) system provides an excellent framework and tool to be used in all phases of a response for both small- and large-scale events, it was not intended to fill the multitude of gaps in knowledge, and the corresponding research needed, to ensure responders remain safe and healthy before, during and after their responses to disasters. NIOSH began its Disaster Science Research Initiative to Enhance Responder Safety and Health (DSRI) in January 2014 with the intent of further protecting worker safety and health by "developing an approach to timely, scalable, scientifically sound responder-based research that can feasibly be implemented before, during, and after a large-scale disaster" (NIOSH, 2014c). In order to achieve this intended goal, NIOSH must decide several critical issues, such as defining which populations are included within the term "responder" and determining how to prioritize and facilitate needed research. This project builds on previously funded research by NIOSH working with stakeholders (i.e. first responders and health researchers) that was summarized in a RAND report that included a substantive key stakeholder workshop in 2014 as part of its Disaster Science Research Initiative (NIOSH 2015). A need that was strongly voiced by the stakeholders included the development of pilot projects to examine the feasibility of Disaster Science Research in various contexts with particular focus on small and medium scale disaster responses. Pilot studies would identify particular occupational groups as practical research subjects; and substantial discussion on structural/logistical/procedural issues that could be evaluated to determine barriers to Disaster Science Research and ways to overcome them. The critical time during a disaster is the first 72 hours as exposures are dynamic and changing. Having accurate exposure assessment plans aid both the response for decision-making purposes and will provide invaluable data for future disaster science research. In summary, NIOSH needs potential exposure assessment plans that would address one small and one large disaster to assess exposures in the first 72 hours of a disaster.
