2 of 119 INSTRUCTIONS TO OFFERORS BACKGROUND: National Cemeteries are a resting place for our nation's heroes and as such, the standards for management, maintenance and appearance of these cemeteries have been established by the National Cemetery Administration to reflect this nation's concern and respect for those interred there. The National Cemetery Administration (NCA) mission: the NCA honors veterans with a final resting place and lasting memorials that commemorate their service to our nation. National Cemeteries are National Shrines. The standards of maintenance and appearance at these cemeteries shall reflect this nation's concern for those interred. For this reason, strict adherence to these specifications is required. TECHNICAL INQUIRIES: Any technical inquiries must be submitted within the first 10 days of the solicitation issue date in box 6 of page 1, Standard Form 1449, of the solicitation to the Contracting Officer, Joseph Mendoza, by email at joseph.mendoza1@va.gov. FORMAT OF OFFER:  Sealed proposals for furnishing the services in the Schedule will be received at the address specified in Block 15 of SF 1449, until the date and time specified in Block 8. All quotes are subject to all terms and conditions of solicitation: RFQ Number VA786-17-Q-0255. To eliminate paper usage, offeror shall submit one copy of the offeror s solicitation proposal along with all required documents attached on a SAVED DISC and also received by email electronically by the due date and time specified on the Standard Form 1449 block 8 to the Contracting Officer joseph.mendoza1@va.gov. Further, a signed, scanned copy of page one (1), Standard Form 1449, with block 30a signed and 30b and 30c completed; must be received by the Contracting Officer at the address in block 15 by the date and time listed in block 8. Offeror shall thoroughly review the specifications and be familiar with the requirements of the solicitation prior to submitting proposals in order to be fully aware of the scope of services required. Failure to do so will not relieve the successful offeror from performing in accordance with the strict intent and meaning of the specifications without additional cost to the Government. The Government will not reimburse any cost not incorporated into the offeror s price. Offerors shall submit: First Part Submit INSTRUCTIONS TO OFFERORS Second Part Completed evaluation information Documents instructions located in 52.212-2 EVALUATION - COMMERCIAL ITEMS (JAN 1999). Third Part Submit a completed and signed Standard Form 1449, Page One. Basis for Award: Award of this solicitation shall be based on the contractor s ability to provide those specific services listed in the Scope of Work. The Government will award a contract resulting from this solicitation to the responsible contractor whose proposal conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Evaluation instructions and information shall be found in ADDENDUM 52.212-2 EVALUATION - COMMERCIAL ITEMS (JAN 1999) - LOCATED HEREIN. Set-Asides: This is a total set-aside for Service Disable Veteran Small Business (SDVOSB), please submit proof that you are a SDVOSB in accordance to VAAR 852.219-10 VA NOTICE OF TOTAL SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESS SET-ASIDE (DEC 2009) in RFQ: VA786-17-Q-0255. Lastly, to address potential lost, delayed, or mis-delivered offers, please call or email me no more than 2 days pass the due date to ensure your offer was received and is with the Contracting Officer. While a timely submitted offer will always be considered, a lost or misplace offer delays the review process. Giving me an early notice provides time to properly address this situation by researching and locating all timely offers.
