Description
The Veteran s Administration Office of Research and Development, Service Area Office East in Pittsburgh, PA intends to negotiate on a sole source basis with Applied Decision Science of Cincinnati, Ohio for experts in the field of cognitive analysis. The requirement is to provide Senior Scientist and Visual Designer services for continuing Veteran s Health Administration medical study projects. The requirement is a follow on to VA240-14-D-0066 for like services. The sole source is pursuant to FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements per Federal Acquisition Regulation. This notice of intent is not a request for competitive proposals, however; any responsible veteran owned small business source who believes it is capable of meeting the requirement may submit a capability statement by email to the contracting office no later than Wednesday, March 8, 2017, (10:00AM, EST). Interest/capability statements may be sent to Michael Haydo at Michael.haydo@va.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. The required general services shall include: The services shall support a VA funded research studies titled End of Shift Handoff Study, and Improving Medication Safety through Human Factors Informatics Research. The services require personnel with a master s level degree in the field of Human Factors with vast experience in cognitive task analysis. The required positions are: Senior Scientist Visual Designer General Duties: Planning interviews and simulations, analyzing/ interpreting data and reporting results. Qualitative data analysis and multi-method research design Working with research teams to provide analyses and manuscript preparation for implementation and health services research involving health care organizations particularly in the Veterans Health Administration organization Participation in the conduct of interviews and observations. Publishing in the area of decision-making behavior Participation in all phases of research.
