- SOURCES SOUGHT ANNOUNCEMENT: This is a Sources Sought request for information to be used for market research purposes only. The Government is seeking responses from small businesses capable of performing the required services. THIS IS NOT A REQUEST FOR PROPOSAL. Responses to this announcement are not considered offers and cannot be accepted by the Government to form a binding contract. Responses will not be used for evaluation in any resultant contract for this requirement. Please note that this requirement is in the developmental phase and the draft requirement (Attachment 1) and information provided is subject to change. The government shall not be held responsible for any costs incurred in response to this sources sought. Participation is strictly voluntary. The Marine Corps Recruiting Command (MCRC) located at Marine Corps Base Quantico, Virginia has a requirement for shotgun instructor training as outlined in Attachment 1. MCRC contemplates a Firm Fixed Price (FFP) single award Indefinite Delivery Requirements contract with estimated quantities. The Government will issue Task Orders for the quantities actually required. The anticipated NAICS is 611699 All other Miscellaneous Schools and Instruction. The results of the Sources Sought will be utilized to determine the interest of the small business community in supporting this requirement. MCRC is interested in gaining further information from small businesses on whether or not they will be capable of appropriately pricing this requirement based on the information given in Attachment 1. Interested respondents should submit a capabilities statement package (no more than 15 pages in length, single spaced, 12 point font minimum, pictures included) clearly demonstrating the firm's ability to perform the services. A generic capability statement is not acceptable. Included in the capabilities statement package, respondents shall address the questions listed below in order for MCRC to gain further information on how to proceed with this requirement. At a minimum, the package shall address the following: 1. Title of the requirement, Company Name, Physical Address, Website Address, and POC (to include phone number and email address). 2. Company profile to include number of employees, annual revenue history, office location(s), DUNS number/CAGE Code, statement regarding current small business status, and verification of System for Award Management (SAM) registration. 3. Prior/current corporate experience (private and/or government) performing efforts of similar size and scope within the last three (3) years. Statements should describe the dollar value, indicate whether your firm acted as the prime or subcontractor, list of customer Point(s) of Contact with phone number(s), and provide description of the experience and how the referenced experience relates to the requirements as described in the draft document attached. Pictures of work should be included as a visual representation of prior efforts. Before and after pictures may be used to demonstrate quality and durability. 4. Description regarding capability to meet requirements discussed in the draft document. 5. Responses to the following questions: a. Please provide feedback on scoring method requirement for qualification for Instructor Trainers and Instructors, specifically is the standard too high, too low, etc. b. Please provide feedback on the standard for patterning at 15 yards, i.e. is this a reasonable expectation? If not, what is reasonable? c. Please provide recommended changes, if any, in reference to the above questions. 6. Rough Cost Estimate- Approximately how much would the entire project cost? Please provide estimated costs that may be associated with this requirement with as many details as possible with the information provided.
