Description
Draft Statement of Work The purpose of this special notice is to 1) announce an upcoming industry day for a Department of Homeland Security (DHS)-wide requirement for Drug and Alcohol-Free Workplace Program and 2) to release a draft Statement of Work for industry review and comment. DHS has a requirement to acquire all services necessary to conduct the drug testing and/or breath alcohol testing process, including urine and/or oral-fluid collections, laboratory and Medical Review Officer services, for covered employees and applicants and to assist the agencies in ensuring a safe and healthy work environment for its workforce thereby. These services are currently handled individually at the DHS-component level; this effort seeks to consolidate all component requirements into one DHS-wide strategically sourced vehicle. The attached draft Statement of Work details the full scope of the requirement as known at this time. ****These services will be required globally, including many remote CONUS and OCONUS locations**** The Industry Day will serve to 1) provide an opportunity for vendors to ask questions and provide their capability statement to the Government, and 2) assist the Government with its market research efforts. Contractors are requested to submit a capability statement (limited to five pages) that shall include vendor name, DUNS number, business size under the applicable NAICS code (541380), contact information, and description of any relevant experience of similar size and scope. Vendors shall also indicate if they are interested in performing the full scope of work as a primary contractor or in part as a subcontractor. The Government will not pay for information submitted in response to this announcement or industry day attendance, and proposals are not requested and will not be accepted at this time. Capability Statements, questions regarding the requirement, and comments related to the draft Statement of Work may be submitted in advance to Stacey.Santhuff@tsa.dhs.gov and Kevin.Newton@tsa.dhs.gov with "DHS Drug and Alcohol-Free Workplace Program - Information" in the subject line. This shall be submitted no later than Tuesday, March 14, 2017, at 1:00pm ET. All questions will be answered during the industry day and will not be answered in advance. Interested participants MUST register in advance by sending an email to Margaret Butler at Margaret.Butler@tsa.dhs.gov. The subject shall read, "DHS Drug and Alcohol-Free Workplace Program Industry Day." The following information must be provided in order for attendees to register: 1. Non-Federal Visitors. Non-Federal visitors to TSA facilities will need to provide Date of Birth and Social Security Number information. The required information shall be provided in a password protected Microsoft Excel spreadsheet emailed to Margaret.Butler@tsa.dhs.gov at least one (1) full business day prior to the visit date. In order to ensure protection of this information, the password for the password protected spreadsheet shall be sent Margaret.Butler@tsa.dhs.gov in a separate email, at the same time. If multiple non-federal visitors from one company require access to TSA Headquarters facilities, that company should submit a single complete spreadsheet. A DHS/TSA employee shall be responsible for both inputting the information into the Visitor Request Form and actual escorting the visitor(s) at all times. The submitted emails shall then be deleted by TSA. 2. Foreign National Visitors. Foreign Nationals visiting TSA facilities in the U.S. and its territories will need to submit additional information to screening purposes, specifically: · Date of Birth · Gender · Country of Citizenship · Country of Birth · Passport Number and Expiration Date · Position/Title The required information shall be provided in a password protected Microsoft Excel spreadsheet emailed to Margaret.Butler@tsa.dhs.gov at least seven (7) full business days prior to the visit date. In order to ensure protection of this information, the password for the password protected spreadsheet shall be sent to Margaret.Butler@tsa.dhs.gov in a separate email, at the same time. If multiple Foreign National visitors from one company require access to TSA Headquarters facilities, that company should submit a single complete spreadsheet. A DHS/TSA employee shall be responsible for both inputting the information into the Visitor Request Form and actual escorting the visitor(s) at all times. The submitted emails shall then be deleted by TSA. Industry Day will be held on March 21, 2017, at 9:00am ET. Visitors shall report to: Transportation Security Administration Headquarters Security Appointment Center 601 South 12Th Street Arlington, VA 22202 Vendors shall arrive no later than thirty minutes prior to commencement of the meeting for badging and security screening. Depending on the number of registrants, DHS may choose to hold one or two sessions. In the event that a decision is made to hold multiple sessions, vendors will be notified prior to COB on March 17, 2017, if they are scheduled for the morning (9:00 am) or afternoon (1:00pm) session.
