- This is a SOURCES SOUGHT NOTICE for market research purposes only to determine the availability of potential businesses with capabilities to provide the services described in the Performance Work Statement (PWS). Potential offerors are invited to provide information via e-mail to susan.delacruz@va.gov. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition according to PWS. Potential contractors shall provide, at a minimum, the following information to susan.delacruz@va.gov: 1) Name, address, point of contact name, phone number, and e-mail address. 2) Brief capability statement with enough information to determine if the company can meet the requirement. The Capabilities Statement for this sources sought is not expected to be a Request for Quote nor does restrict the Government to an ultimate acquisition approach, but rather short statement regarding the company's ability to provide the service above. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities statement. The capabilities will be evaluated solely for the purpose of determining to Set-Aside for the Small Business Community or to conduct as an Unrestricted Procurement. The Government must ensure there is an adequate competition among the potential pool of available contractors. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government nor will the Government pays for information solicited. This synopsis is not a solicitation announcement for Request for Quote. No formal solicitation document exists at this time, and no contract will be awarded from this announcement. Respondents will not be notified of the results of the evaluation. All interested contractors should notify this office via email by 4:30 PM (MDT) on March 06, 2017. ---------------------------------------------------------------------- Performance Work Statement Veterans Health Administration (VHA), Allocation Resource Center (ARC) Office of Director Security System Upgrade 1. Background: The Allocation Resource Center is currently utilizing S2Netbox Extreme System, Version 4.4.02 that was installed more than a decade ago. We are upgrading the system to handle the current federal government HSPD-12, identification card requirements. 2. Scope: The Allocation Resource Center is currently utilizing the S2Netbox Extreme System, Version 4.4.02. We would like to furnish and install an integrated security system that includes card access, video and intrusion detection. Monitoring Services for intrusion services is for one year with 3 option years. Maintenance Services is for one year after warranty expires and 3 options years. Training/phone call assistance for base year and 3 option years The system will be connected to the facility local area network (LAN). Definition of Stand-alone equipment for purposes of this requirement The system will be a self-contained unit that does not utilize standard computer server hardware, commonly known as an appliance. The system must be designed to operate in areas that are not maintained at normal computer room temperatures and humidity levels, and must be able to be mounted directly on the wall right next to the peripheral controllers without the requirement of a standard 19 computer rack; commonly known as an appliance. All work must be performed by duly licensed Technician, each with Massachusetts S Security Licenses. All equipment for this requirement must be listed on GSA-HSPD-12 website https://www.idmanagement.gov/IDM/IDMFicamProductSearchPage to confirm that it is HSPD-12 and FIPS-120 compliant. 3. Period of Performance (POP): The POP shall be within 45 days from date of award. There will be an expected minimum one (1) year warranty for the equipment. Upon expiration of warranty, then the service maintenance will be provided including the Monitoring Services from the date of installation. The period of performance is for base year and plus three (3) option years period. Hours of work can be performed on Tuesdays, Thursdays or Fridays between 9am and 5:30pm. 4. Place of Performance: The Contractor shall deliver and install Security Equipment at the Department of Veterans Affairs, Allocation Resource Center, 100 Grandview Road, Suite 114, Braintree, MA 02184. 5. Tasks and Deliverables: Task 5.1: Base System Upgrade Stand-alone system that does not utilize standard computer server hardware and will run on the VA LAN. Has the ability to function normally in locations that are not kept at standard computer room temperatures, utilizes a customized OS that has been hardened appropriately for something as critical as a PACS operation and may restrict end user OS level access, and can be mounted on the wall right next to the lock an sensor control modules. (Commonly known as an appliance)New Card Reader setup in HR office (including door contact, request to exit motion sensor, and electronic strike); b. Replace all card readers with HSPD-12/PIV compatible readers if existing readers are not already compatible. Reuse existing door contacts, request to exit devices, and electronic locks; c. Upgrade Alarm Panel d. Replace Existing four (4) motion detectors in Computer Room; e. Add connections to dry contacts on the two Liebert HVAC systems in the Computer Room; f. Replace four (4) temperature sensors in Computer Room; g. Install four (4) water/leak detectors in Computer Room; h. Add outputs to release fire doors to the Building Egress/Fire Hallway; and low voltage relays provided either at the doors or at the new panel location to be provided by others. i. Relocate panels from computer room to the secure storage room adjacent to the kitchen. j. Configure for multiple (minimum of three) admin access points preferred using web based access across existing network. k. System will include any required batteries or uninterruptable power supplies required to accommodate power outages. l. 1 pack of 150 HID 1326 proxCard II cards. Deliverable 5.1.1: All items listed in 5.1 are installed and tested by Contractor and accepted by the Government. Task 5.2: Sign-In and Enrollment Option a. Sign-in Card Reader at Reception; b. Sign-in Card Reader at Computer Room Foyer; and c. Enrollment Software to add visitors and new employees to the system Deliverable 5.2.1: All items listed in 5.2 are installed and tested by Contractor and accepted by the Government. Task 5.3: Cameras and Network Video Recorder a. Indoor IP Camera at entry foyer to the Computer Room replacing the existing camera in the same location viewing people as they enter the outer door of the foyer; b. Outdoor monitoring of VA generator area utilizing either multiple cameras or a single 180 degree view camera and motion activated lighting to deter trespassing. c. Network Video Recorder ( NVR ) with 60 days of storage, 7 fps, 6 hours of record time per day with uninterruptable power supply; and run and terminate all CAT6 cable and, Customer to provide POE switch. d. System will include any required batteries or uninterruptable power supplies required for the video recorder to accommodate power outages. Deliverable 5.3.1: All items listed in 5.3 are installed and tested by Contractor and accepted by the Government. Task 5.4: Entry Intercom a. Audio/Video Door Station at Main Entrance door; b. Main Master Station with color video monitor, audio and door release at Reception Desk; and c. Sub Master Station with color video monitor, audio and door release at HR office Deliverable 5.4.1: All items listed in 5.4 are installed and tested by Contractor and accepted by the Government. Task 5.5: Visitor Management System a. Software to be loaded on to VA Computer; e. Signature capture pad (one for the Reception area and one for the Computer Room.) Deliverable 5.5.1: All items listed in 5.5 are installed and tested by Contractor and accepted by the Government. Task 5.6: Programming and Training: Video System Programming. This programming support will include installation of a server license, setup of cameras, configuring storage settings, creating one video display, creating a scheduled activity within the system, and ensuring naming conventions are consistent. Access Control System Programming. This programming support will include cardholder entry of up to five employees. Part of the training process includes entering data into the system, set-up of access controlled doors, set-up of input/output points, creating one 24/7 clearance, creating a scheduled activity within the system, creating one standard badge template (if applicable) and ensuring naming conventions are consistent. Access Control System Training. This training will cover the basic topics relating to the operation and monitoring of your system. Training shall cover system administrative tasks such as adding/deleting a cardholder, adding/deleting a door, creating a clearance, creating a time schedule, controlling manual actions, creating a log-in credential and developing a basic report for system monitoring. Video System Training. This Training will cover topics relating to the operation and monitoring of your system. Training shall cover system administrative tasks such as: view live video, playback recorded video, export a video clip, monitor storage capacity, archive video, adjust operator views, create a log-in credential and developing a basic report for system monitoring. 5.7 One-Year Material and Labor Warranty: This warranty shall commence upon the substantial completion of the system and should include warranty against defects and overall craftsmanship on all parts and labor. The Base System - Warranty Support and System Monitoring for a minimum of twelve (12) months after the completion of the project. Ongoing support is as follows. a. Software Support Agreement to include upgrades as released and Vendor to complete upgrade on site. b. Equipment Maintenance/Repair/Replacement - Covers Normal Wear/Tear and Extended Warranty (please list items on the system that would not be covered under warranty.) This will allow the government to add these options if necessary. c. Alarm System Monitoring 12 months with 3 option years d. Training Follow-up support training by phone and in person if necessary for assistance with system reporting needs and additional programming by the Government as needed throughout the year as needed and option years. Deliverable 5.7.1: Provide period of warranty Task 5.8: The Base System - Warranty Support and System Monitoring for twelve (12) months after the completion of the project. Ongoing support is as follows. 1. Software Support Agreement - Covers Software Only 2. Equipment Maintenance/Repair/Replacement - Covers Normal Wear/Tear and Extended Warranty 3. Alarm System Monitoring Deliverables 5.8.1 5.9. Training Requirements: The Contractor shall provide customer support by phone and in person if necessary for questions/issues related to the system with regards to setting up additional reporting requirements, questions for support in using the system, making cards, deleting cards, or follow-up from initial training. 6. Changes to the PWS: Any changes to this PWS shall be authorized and approved only through written correspondence from the Contracting Officer. A copy of each change will be kept in a project folder along with all other products of the project. Costs incurred by the contractor through the actions of parties other than the Contracting Officer shall be borne by the Contractor. 7. Government Responsibilities a. Disposal of the existing equipment not re-used will be handled by the Government. b. Government will provide 110v power at location of the appliance. c. Local VA staff will be responsible for setting up all component of the network to include VLANs, port availability, POE availability and IP addresses to meet specifications provided by equipment manufacturers.
