- The NAVSUP Fleet Logistics Center Puget Sound (FLCPS) intends to solicit, in support of Ship Yard Repair Facility (SRF) and Japan Regional Maintenance Center (JRMC) Detachment Sasebo, Japan replacement parts for the starboard main reduction gear first reducer high pressure turbine coupling onboard a navy vessel. Federal Acquisition Regulation (FAR) Part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements applies. This requirement is to be negotiated on a sole source basis with Philadelphia Gear per FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals prior to offer due date, which will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination not to compete this action based upon responses received to this notice is solely within the discretion of the Government. This will be a commercial procurement in accordance with FAR Parts 12 and 13.5, utilizing Lowest Price Technically Acceptable (LPTA) factors. The contract will result in award of a Firm-Fixed Price Supply Type contract. This solicitation and any subsequent amendments will be posted to the NECO website: https://www.neco.navy.mil. The anticipated posting date of the solicitation is on or about 01 MAR 2017 with a closing on 06 MAR 2017. Prospective offerors are responsible for downloading their own copy of the solicitation from this website and for frequently monitoring that site for any amendments. The Government is not responsible for any inability of the offeror to access the posted documents. Prospective offerors should register themselves on the NECO website under Business Opportunities under solicitation number N00406-17-T-0143. No telephone or Fax requests will be accepted, and no hard-copy solicitation/amendment will be mailed or faxed. All responsible sources may submit a bid, proposal, or quotation which shall be considered by NAVSUP FLCPS. Offerors must also be registered in the System for Award Management (SAM) in order to participate in this procurement at https://www.sam.gov/portal/public/SAM/.
