- This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of U.S. Army Medical Materiel Agency (USAMMA) to purchase Mammography Reporting System 7 (MRS7) software directly from the manufacturer (without competition), Mammography Reporting System Inc., as prescribed in FAR 13.501(a)(1)(i). Additionally, the Government will purchase remote installation and annual maintenance and support. The period of performance will include a 12-month a base period and four 12-month option periods. MRS7 is a software database that tracks FDA mandatory requirements for the passing Mammography Quality Standards Act annual inspection and keeps track of patient past medical history related to breast imaging. The Army Image Management Systems (IMS) Office within USAMMA centrally manages the procurement of Radiology Picture Archive and Communication Systems (PACS) and software products that operate in conjunction with the PACS Systems. At this time, IMS is seeking the purchase of MRS7 software at 16 Military Treatment Facilities to include Bayne Jones Army Community Hospital located at Fort Polk, LA; Blanchfield Army Community Hospital located at Fort Campbell, KY; and Brooke Army Medical Center located at Fort Sam Houston, TX. Mammography Reporting System, Inc. is the only company to offer an approved Government bi-directional Health Level Seven (HL7) feed to the Composite Health Care System (CHCS). This is crucial for the documentation of medical information into the patient medical record, which will follow a patient from DoD facility to DoD facility. MRS is the only vendor that has met and passed requirements for Defense Information Assurance Certification and Accreditation (DIACAP). Additionally, there are various other features that are unique to the MRS7 software that meet the Government's current needs. For example, MRS7 Reporting Software offers a user interface integration that seamlessly integrates, and operates within both AGFA Impax and Fuji Synapse PACS environments without logging out of one program into another. AGFA and Fuji are the two PACS systems deployed throughout the Army Medical Department and concurrent integration is of paramount importance; the close integrations with the PACS ensures providers are able to work within both software environments simultaneously while information and images are passed between systems without manual intervention. The automatic transmission of images enables a seamless workflow to the provider ensuring urgent patient exams are completed in a timely manner, and interpretations provided by the radiologists are captured in both the PACS and the Radiology Information System (CHCS). The North American Industry Classification System (NAICS) for this requirement is 511210 and the size standard is $38.5 Million. This announcement fulfills the synopsis requirements under FAR 5.203(a). This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects more than 15 days after the publication of this notice, the award will be issued on a sole source basis, directly to Mammography Reporting System, Inc.
