RFIP TACTIC application form Request for Information for Participation Emerging technology solutions to detect, identify, and track small unmanned aerial systems Department of Homeland Security Science and Technology Directorate Program Executive Office Unmanned Aerial Systems (PEO UAS) A. INTRODUCTION: This Request for Information for Participation (RFIP) from the U.S. Department of Homeland Security (DHS) Science and Technology Directorate (S&T) seeks technology solutions that are capable of detecting, identifying, and tracking, and identifying small unmanned aerial systems (SUAS) that are perceived as threats to people or critical infrastructure to participate in the DHS S&T 2017 Technical Assessment of Counter Unmanned Aerial Systems (C-UAS) Technologies in Cities (herein called TACTIC). DHS S&T established the Program Executive Office for Unmanned Aerial Systems (PEO UAS) to lead DHS efforts in guiding, advising and enabling technology solutions in this area. DHS has an obligation to assess these technology solutions to support a variety of missions across its Components and the Homeland Security Enterprise (HSE). During TACTIC, DHS S&T will assess the selected technology solutions in an operationally relevant environment. TACTIC will take place in two parts, the first during summer of 2017, and the second in fall 2017. The first part of TACTIC will be a familiarization assessment to allow technology developers to test their C-UAS systems under urban conditions and make changes as needed. The second part will be an assessment to quantify C-UAS system performance. Both assessments will be performed under urban clutter conditions. Information gathered during TACTIC may be used by DHS, its Components and the Homeland Security Enterprise (HSE), to gather sufficient information to understand the viable technological solutions that are currently available. Additionally, data collected during TACTIC, as well as other separate tests and exercises conducted by DHS S&T, will be used for the development and validation of modeling and simulation (M&S): to develop a predictive capability for system performance in various terrains and for cost/benefit analysis. Furthermore, data will be included in an interagency compendium of C-UAS solutions being updated semi-annually for the National Security Council. DHS S&T invites industry, academia, and other Government organizations to submit applications addressing innovative technology solutions for assessment during TACTIC. Laboratories may submit applications provided that their participation complies with their sponsoring agencies procedures. DHS S&T is seeking technology solutions that detect, track, and identify SUAS and / or ground control stations, with a focus on technology solutions that are capable of making automated threat declarations and rejecting erroneous or unwanted reports, reducing operator workload to the maximum extent possible. This RFIP solicits systems that DO NOT record or decode any portion of the messaging (e.g., dialing, routing, addressing, or signaling information; i.e., non-content information) of Radio Frequency (RF) communications, DO NOT intercept or access the content of any electronic communication, DO NOT conduct any form of RF jamming or spoofing, DO NOT interference with electronic or radio communications, and DO NOT interfere with a UAS in flight. This is an RFIP only and the Government will not award a contract on the basis of this RFIP. Respondents who are selected will be asked to enter into a Limited Purpose Cooperative Research and Development Agreement (LP- CRADA) with DHS S&T to participate in TACTIC. Solutions must be at the Technology Readiness Level (TRL) ((1)-see below) 6 or above. ((1) See the definitions for TRLs at this URL: https://esto.nasa.gov/files/trl_definitions.pdf ) Industry participants that respond will not be paid for the information submitted and the Government will not pay for any submission preparation or related costs. Documents submitted in response to this RFIP will not be returned. The Government is under no obligation to provide feedback to respondents with respect to any information submitted under this RFIP. There is no guarantee that any submission in response to this RFIP will result in a Government invitation to participate in TACTIC. The Government may or may not use any responses to this RFIP as a basis for a subsequent project. B. OBJECTIVE: During TACTIC, DHS S&T will test and evaluate the selected technology solutions in an urban, operationally relevant environment. DHS S&T is looking to assess the state of C-UAS technology and determine if solutions are viable for various missions and operational settings, or if additional research and development is needed. Industry participants will have the opportunity to validate their technology solutions and gather feedback directly from DHS Components and HSE. Law enforcement and public safety organizations are seeking solutions to SUAS threats, and TACTIC will allow industry to better meet that need via a DHS-validated assessment. TACTIC will also provide federal, state and local law enforcement and public safety organizations with exposure to SUAS threats and C-UAS technologies, allowing them to better understand the threats they face as well as the tools they have available. As an outcome of TACTIC, DHS S&T will provide best practices and strategies based upon the information obtained to federal, state and local law enforcement on technologies to detect, identity and track, SUAS threats. As organizations across the HSE become more aware of SUAS threats, they become more prepared to recognize, respond, report, and resolve SUAS incidents, making the nation more resilient. As stated above, selected industry participants will be required to enter into an LP-CRADA that defines the conditions of participation, including intellectual property rights and security parameters for sharing information. DHS S&T will provide the test environment that each selected participant will use. Industry participation in TACTIC does not suggest or imply that the Government will endorse, procure, or purchase equipment. C. SUBMISSION INSTRUCTIONS: THE DEADLINE FOR APPLICATION PACKAGES is no later than 5:00 p.m. EST on March 24. Applications received after this time may not be considered. All submissions shall use the application form provided in Appendix A. Please ensure that all required fields are completed. All application forms shall be submitted in PDF format. Two pages of additional materials may be submitted in addition to the application. All application packages shall be submitted via email to the DHS S&T National Urban Security Technology Laboratory (NUSTL) at nustl@hq.dhs.gov and must include the following information in the subject or body of the email: • Subject: (Organization Name) Application - 2017 TACTIC • Technology Solution Name, • Primary Point of Contact for the application: o Name o Email o Phone number DO NOT CONTACT Thomas Zaboski or email him at tom.zaboski@hq.dhs.gov only direct emails to NUSTL as instructed above CLEARLY IDENTIFY ALL PROPRIETARY INFORMATION in the technology solution application. If proprietary information is required to adequately describe a technology solution, ensure that it is appropriately marked on the application form and any white papers. If you must submit proprietary information as part of your technology solution application, you should be aware that despite all precautions, the Government can only protect the confidentiality of proprietary information contained in applications to the extent that it is exempt from disclosure under the Freedom of Information Act (FOIA, 5 U.S.C. § 552). Generally, Exemption 4 of the FOIA [5 U.S.C. § 552(b)(4)] will protect from release information submitted to the Government that constitutes either (1) a trade secret or (2) commercial or financial information which is privileged or confidential. Therefore, any such proprietary information contained in your technology solution application form must be clearly marked in accordance with the following directions. 1. Insert the following paragraph in the comments section on page 4 of the application form, and on the cover page of any white papers. This Technology Solution Application includes data that shall not be disclosed outside the Government and shall not be duplicated, used, or disclosed-in whole or in part-for any purpose other than to evaluate this application or develop a subsequent LP-CRADA for TACTIC. This restriction does not limit the Government's right to use information contained in the data if they are obtained from another source without restriction. 2. Application Form: Mark each text box that contains restricted information with "PROPRIETARY" at the start of the section of text. 3. White Papers: Mark each page and section that contains restricted information. DO NOT SUBMIT CLASSIFIED INFORMATION in the technology solution application. If classified information is required to adequately describe a technology solution, submit an unclassified application with a request for a classified submission of supporting materials. DO NOT SUBMIT ACQUISITION PROPOSALS. Submit technology solution applications. No contracts will be awarded based on this announcement, but selected participants will be asked to sign an LP-CRADA. Submitting an application in response to this RFIP does not guarantee an invitation to participate in TACTIC. You will receive an email verifying receipt of your application. Multiple applications addressing different technology solutions may be submitted. Each application package must address only one technology solution - note that a single "technology solution" may have multiple components, including both hardware and software. You will be notified by email if your technology is selected for invitation to participate in TACTIC. You will not be notified if your technology is not selected for participation in TACTIC. DHS S&T will provide venues, supporting infrastructure, and personnel for assessment (operational and technical), based on availability of resources. Costs specific to running the technology solutions, as well as the travel costs to the technical assessment venue, will be at the manufacturer's or vendor's expense. Selected participants must be prepared to set up and execute their technology solutions for TACTIC and cannot be dependent on venue resources to do so. BASIS FOR SELECTION TO PARTICIPATE: DHS S&T and supporting Government organizations will review the application packages for technical merit, likelihood of integrating with preexisting systems and infrastructure, and range of capabilities. DHS S&T will notify selected participants via an emailed invitation to the original submitter. No review outcomes or selection criteria will be made available to submitters. E.ADDITIONAL INFORMATION: In both parts of TACTIC, DHS S&T will require video feeds from the vendor control system graphical user interface (GUI) or video recording of the GUI if an electronic interface is not practical, and a.csv file of detection / tracking files. Be advised that findings from the 2017 TACTIC may be published to www.dhs.gov/science-and-technology/first-responders or other publicly accessible Government websites. If selected, participants may be asked to provide additional information that will be used in preparation for the TACTIC. A participant workshop will be hosted via webinar or in person prior to selected industry participants entering in LP-CRADA to discuss TACTIC goals and objectives, venues, and other requirements. F. SPECIAL NOTICE: While only federal employees will participate in the final selection decision, state and local first responders and Government support contractors, and the Homeland Security Systems Engineering and Development Institute (HSSEDI) Federally Funded Research and Development Center (FFRDC) may review and provide support during the application evaluation process. All participants involved in the evaluation process that are not federal employees, including those in support roles, will sign a Non-Disclosure Agreement prior to such involvement. Submission in response to this RFIP constitutes approval to release the application package to the evaluation team that may include state and local first responders and Government support contractors. G. FEDERAL ACQUISITION REGULATION (FAR) 52.215-3: Per FAR 52.215-3 Request for Information or Solicitation for Planning Purposes (Oct 1997): 1. The Government does not intend to award a contract on the basis of this RFIP notice or to otherwise pay for the information. 2. In accordance with FAR Clause 52.209(c), the purpose of this RFIP is to solicit technology solutions from industry, academia, Federally Funded Research and Development Centers and other Government organizations to test and evaluate during TACTIC hosted by DHS S&T.
