Eisenhower VA Medical Center, Leavenworth, KS, 66048-5014 Solicitation Number: VA255-17-N-0322 Agency: Department of Veterans Affairs Office: Network Contracting Office 15 Location: 3450 S. 4th Street Trafficway, Leavenworth, KS 66048 Type of Notice: Sources Sought Posted Date: 02-24-2017 Response Date: 03-03-2017 Archive Date: 90 days Set Aside: Service-Disabled Veteran Owned Small Businesses Classification Code: Z Real Property Maintenance NAICS Code: 236220 Commercial and Institutional Building Construction Synopsis: THIS IS A SOURCES SOUGHT ANNOUNCEMENT to gain knowledge and determine the availability and interest of Service-Disabled Veteran-Owned Small Business (SDVOSB) and Veteran-Owned Small Business (VOSB)firms for a possible SDVOSB or VOSB category type set-aside for Construction Services(NAICS 236220). The Department of Veteran Affairs VISN 15 is conducting market research to determine potential sources having the skills, capabilities, experience and bonding capacity to perform the described work. No award will be made from this Sources Sought. No solicitation, specifications, or drawings are available; therefore, do not request a copy of a solicitation. All responses will be used to determine the appropriate acquisition strategy for an anticipated future acquisition. for the VA Medical Center located in Leavenworth, Kansas. Applicable NAICS code is 236220; size standard $36.5 million. Responses to this notice must be submitted in writing (email preferred) and received no later than March 3, 2017 by 2:00pm CST. No telephone inquiries will be accepted or returned. Additional information about this project will be issued on the Federal Business Opportunities website https://www.fbo.gov once available. Prospective SDVOSB firms are reminded that in accordance with VA Acquisition Regulation (VAAR) 852.219-10, at least 15 percent of the cost of personnel for contract performance of the contract shall be spent for employees of the SDVOSB concern or employees of other eligible service-disabled veteran-owned small business concerns. At least 25 percent of the cost of personnel for contract work performance of the contract shall be spent for employees of the SDVOSB concern or employees of other eligible service-disabled veteran-owned small business concerns by special trade contractors. Scope of project: Provide labor and materials to install new air-conditioning in the computer and PBX rooms along with an upgraded UPS and power conditioner along with water intrusion alarms in the computer room. Work includes general construction, plumbing, mechanical, asbestos removal and electrical work, necessary to construct the work shown on the plans and specifications for the removal of the existing computer room and PBX room air-conditioning units and their replacement with new equipment; Installation of an outside air economizer system for use in cooling the computer room; Replacement of the existing Uninterruptible Power Supply (UPS) and associated wiring for the Computer room; Connection of the Computer Room UPS system to the existing emergency power system; Connection of the new PBX room HVAC system to the existing emergency power system; Installation of a new wet pipe fire protection system in building 91 annex, including the new UPS equipment room and associated re-construction of supporting structural, mechanical fire protection and electrical systems along with all necessary modifications of the existing structures as may be required to make the new systems fully functional as shown on the plans and called for in the specifications. All modifications to the building shall be returned to their original condition at the completion of the project. In accordance with VAAR 836.204, the estimated magnitude of the resulting construction price range is estimated to be between $500,000 and $1,000,000. The North American Industrial Classification System (NAICS) code is 236220, Commercial and Institutional Building Construction, small business size standard of $36.5M in average annual receipts for the preceding three years.
