Revised Attachment 2 Statement of Requirements Final Vendor Q&As A0002 SF30 AMENDMENT A0002: THIS AMENDMENT IS TO PROVIDE THE Q&As RECEIVED BY FEBRUARY 8, 2017 AND TO PROVIDE THE REVISED ATTACHMENT 2 PER THE Q&A RESPONSES. See attached SF30, Vendor Q&As and Attachment 2 Statement of Requirements. This is a FINAl RFP for the Department of Homeland Security (DHS) Domestic Nuclear Detection Office (DNDO) for Radiation Portal Monitor Replacement systems (RPM-RP). The Department of Homeland Security (DHS) intends to award multiple Firm Fixed Price (FFP) single award Indefinite-Delivery, Indefinite-Quantity (IDIQ) contracts from this Solicitation for commercial items under Federal Acquisition Regulation (FAR) Part 12, "Acquisition of Commercial Items." The term of the contract(s) will be a five-year base ordering period, with two five-year option ordering periods for a total term, if all options are exercised, of fifteen years. The purpose of the Radiation Portal Monitor Replacement Program (RPM RP) contract(s) is to provide DHS with the ability to purchase RPM RP commodity products and associated services as described in Section 2 of the RFP. The associated services include, but are not limited to, those listed below: • Training • Product technical support • Product maintenance • End-user support A Radiation Portal Monitor, as defined in the American National Standards Institute (ANSI) N42.35-2016, is a "radiation detection system that measures radiation intensity, compares it to alarm criteria, and produces an alarm if the measured radiation intensity exceeds the criteria when monitored material passes through the detection zone." In this case, the detection system monitors "people, packages, containers, and vehicles." The focus of the RPM Replacement Program (RPM RP) is the selective deployment of new RPMs to enhance mission effectiveness, gain operational efficiencies, and to address emerging mission needs. Currently, plans are to acquire and deploy approximately 200 RPMs between Fiscal Year (FY) 2018 and FY 2020. This figure is derived from the results of the RPM RP Analysis of Alternatives (AoA) and a follow-on study, the CBP Radiation Portal Monitor Fleet Recapitalization Analysis. The replacement RPMs will be targeted for installation at high-volume POEs, particularly those that experience higher nuisance alarm rates than typically found at other locations. Proposal Submission: Proposals shall be received no later than February 28, 2017, 12PM (noon) Eastern Standard Time (EST). Offerors shall submit their proposals via email to tisha.blue@hq.dhs.gov, as well as to the Contract Specialist via email at matthew.robertson@hq.dhs.gov. Proposal submissions received electronically after the aforementioned date and time will be considered late and will not be evaluated. The stated official record is the electronic submission. However, the Government expects the hard copies to be received no later than two (2) business days after electronic submission.
