Combined Synopsis/Solicitation CAP Kangaroo (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are hereby being requested and a written solicitation will not be issued. (ii) The solicitation number is H98210-17-T-0018 and the solicitation is issued as request for quote (RFQ). (iii) A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-94 effective 19 January 2017. (iv) This requirement is being advertised as a total small business set-aside. The applicable NAICS code is 337214 and the small business size standard is 1000 Employees. (v) A list of contract line item numbers and items, quantities and units of measure, is as follows: 0001 Dual Kangaroo Sit-to-Stand Systems, QTY 10 EACH (see SOW 4.1) 0002 Kangaroo Elite, QTY 21 EACH (see SOW 4.1) 0003 Electric Kangaroo Elite, QTY 2 EACH (see SOW 4.1) 0004 Kangaroo Tri-Elite, QTY 1 EACH (See SOW 4.1) (vi) The Contractor shall provide the Computer/Electronics Accommodations Program (CAP) Office with 10 Dual Kangaroo Sit-to-Stand Systems, 21 Kangaroo Elite, 2 Electric Kangaroo Elite and 1 Kangaroo Tri-Elite as detailed above and in the attached Statement of Work (Attachment A). (vii) Delivery of the items shall occur no later than (NLT) 20 calendar days after date of contract award. Please see Statement of Work (Section 6.0) for place(s) of delivery. (viii) The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Additionally, quotes shall include the offeror's Tax Identification Number (TIN), CAGE code, DUNS number, and business size. Proposed pricing shall be firm-fixed price (FFP). Discounted prices are encouraged and appreciated. This is an "all-or-nothing" requirement. Partial quotes will be deemed unresponsive and will not be evaluated. (ix) The provision at 52.212-2, Evaluation-Commercial Items is not applicable to this acquisition. Quotes will be evaluated and a contract awarded to the responsible offeror with the lowest price technically acceptable (LPTA) based on the requirement detailed in this RFQ and the bidder's ability to meet the Government-required delivery schedule. (x) The provision at 52.212-3, Offeror Representations and Certifications-Commercial Items applies to this acquisition. However, offerors are not required to submit a copy of 52.212-3. (xi) The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. (xii) The clause at 52.212-5 DEV, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. (End of Synopsis/Solicitation) ATTACHMENT A Statement of Work (SOW) 1.0 INTRODUCTION: The Computer/Electronics Accommodations Program (CAP) Office requires 10 Dual Kangaroo Sit-to-Stand Systems, 21 Kangaroo Elite, 2 Electric Kangaroo Elite, and 1 Kangaroo Tri-Elite for Federal Government employees with disabilities. These items will address various dexterity-related conditions that can be accommodated by alternating between sitting and standing at an employee's workstation, as well as being able to adjust the positioning of their monitors throughout the workday. 2.0 BACKGROUND: The Rehabilitation Act Amendments of 1973, as amended, Title VI - Employment Opportunities for Individuals with Disabilities requires assisting employers in understanding and meeting the requirements of the Americans with Disabilities Act of 1990 (42 U.S.C. 21101 et seq.) as the Act relates to employment of individuals with disabilities. These products are required by federal employees with dexterity-related disabilities which can be accommodated via alternating between standing and sitting during the workday, and being able to adjust their monitors throughout the workday. For each product, other brand name alternatives were evaluated: 1. The Dual Kangaroo is a sit-stand workstation constructed of high grade aluminum framing and HPL laminate that holds your monitors or laptops keyboard and mouse. This unit can be raised and lowered with the assistance of gas nitrogen springs, with the monitor shelf's nitrogen spring having the ability to be adjusted separately from the keyboard and mouse work surface. The main work surface measures 28" wide by 24" deep. The lap or monitor is on 2 shelves that measures 13.5" wide by 11" deep. The main work surface is adjustable 15" above the desk surface and additionally, the monitor shelves have 6.5" of adjustment independent from the work surface. The workstation is useful for customers with dexterity limitations that require them to change positions or location throughout the day in order to successfully complete their work. The Dual Kangaroo Unit is a workstation that allows a user with dexterity limitations to adjust their workstation with ease throughout the workday to fit their changing needs. It supports dual monitor functions with the additional stability of having a shelf; no need for screws, just set your laptop(s) or monitor(s) on it; this can be essential for employees who need to move to different locations throughout the day. The workstation surface and the monitor shelves can adjust independently of each other which allows for specific customization to ensure maximum ergonomic office comfort. The nitrogen springs allow for the smooth transition from sitting to standing without the use of electronics. Ease of adjustment allows the customer to keep most of their paperwork and necessary office equipment within easy reach and avoid unnecessary physical strain. The Taskmate 6200 and Workrite with a Banana-Board System both are comparable products that provide similar features; however the Taskmate 6200 does not provide the dual laptop/monitor shelf function or an included adjustable work surface. The unit must be plugged in in order to adjust the monitor height. The Workrite system requires a minimum of 3 different pieces of equipment to accomplish the same tasks and the equipment must be calibrated separately. These 3 pieces of equipment must be mounted via grommet or C-clamp for the monitor arms or drilled into the desk for the keyboard. The Dual Kangaroo Unit is the only sit-stand workstation that provides the ease of use, the least amount of additional add-ons or accessories, which is why it was specifically requested by CAP customers. 2. The Kangaroo Elite is a sit-stand workstation constructed of high grade aluminum framing and HPL laminate that holds your dual monitors, keyboard and mouse. This unit can be raised and lowered with the assistance of gas nitrogen springs, with the monitor shelf's nitrogen spring having the ability to be adjusted separately from the keyboard and mouse work surface. The main work surface measures 28" wide by 24" deep. The laptop or monitor is on 2 shelves that measures 13.5" wide by 11" deep. The main work surface is adjustable 15" above the desk surface and additionally, the monitor shelves have 6.5" of adjustment independent from the work surface. This unit is recommended for monitors over 10 lbs. The Unit comes in four different colors. The workstation ships completely assembled. The workstation is useful for customers with dexterity limitations that require them to change positions or location throughout the day in order to successfully complete their work. The Kangaroo Elite Unit is a workstation that allows a user with dexterity limitations to adjust their workstation with ease throughout the workday to fit their changing needs. It supports dual monitor functions with the additional stability of having VESA mounting brackets to attach the monitors directly to the unit; this can be essential for employees who need to move to different positions throughout the day. The workstation surface and the monitor shelves can adjust independently of each other which allows for specific customization to ensure maximum ergonomic office comfort. The nitrogen springs allow for the smooth transition from sitting to standing without the use of electronics. Ease of adjustment allows the customer to keep most of their paperwork and necessary office equipment within easy reach and avoid unnecessary physical strain. The Electric Kangaroo Elite is a sit-stand workstation constructed of aluminum framing and HPL laminate that hold dual monitors, keyboard and mouse. This unit can be raised and lowered automatically via a control button. The main work surface measures 28" wide by 24" deep. The laptop or monitor is on 2 shelves that measures 13.5" wide by 11" deep. The main work surface is adjustable 15" above the desk surface and additionally, the monitor shelves have 6.5" of adjustment independent from the work surface. The workstation ships completely assembled. The workstation is useful for customers with dexterity limitations that require them to change positions or location throughout the day in order to successfully complete their work. The Varidesk Pro Plus is another sit-to-stand workstation that can accommodate multiple monitors, as well as allowing the customer to stand throughout the day. However, the Varidesk Pro Plus does not have a keyboard tray that allows the customer to achieve an ergonomic typing position while sitting. For this reason, the Varidesk Pro Plus will not be an acceptable solution for these customers. The Ergotron Workfit-S Dual with Worksurface+ (33-349-200) is another similar product. This sit to stand solution has over 20 inches of height adjustability and the work surface can adjust separately from the keyboard tray. However, while this item is also designed to have the keyboard tray hang over the edge of the desk and is fixed in that position, the customer cannot adjust the keyboard tray as it is in a fixed position. The Electric Kangaroo Elite is the only item that will allow these CAP customers to perform their essential job functions in their work area by providing the required height adjustability the capacity to holder larger, heavier or multiple monitors and the ability to raise and lower the workstation via electric motor. 4. The Kangaroo Tri-Elite is a sit-to-stand workstation that is able to support 3 mounted monitors side by side. The product features a hinge design that supports 180 degrees of panning. The work surface and monitors adjust separately giving the user the benefit of dual ergonomics. The main work surface measures 28" wide by 24" deep, and is adjustable 16.5" above the user's desk surface. The device mounts the user's monitors on a VESA bracket which have tilt, pan and rotate adjustability. Monitors should not exceed 10 pounds each without their bases attached and should not be over 22.25" wide each. The device can support a combined weight of up to 40 pounds. A stabilizing leg is included with the device. The Kangaroo Tri-Elite was specifically requested by a CAP customer who is required to work with three monitors. A comparable product is the Varidesk Pro Plus 36. This device is a sit-to-stand workstation that allows the user to alternate between sitting and standing while working. However, in comparison to the Kangaroo Tri-Elite, this device cannot support three monitors. Another comparable product is the Ergotron WorkFit-S Single with Worksurface+. This device is another sit-to-stand station that allows the user to work from a sitting and standing position. In comparison to the Kangaroo Tri-Elite, this device is only capable of supporting a single monitor. The Electric Kangaroo Pro is another comparable product. This device is another sit-to-stand station that allows the user to alternate between sitting and standing while working. In comparison to the Kangaroo Tri-Elite, this device can only support one monitor. The Kangaroo Tri-Elite is the only option for this CAP customer because of its unique features such as its ability to support up to three monitors at once and the ability to have them work from a seated and standing position to accommodate their dexterity-related disability. c. Market research indicates that these specific products are the only ones that will meet each customer's individual needs taking into account disability condition and physical requirements of their workspace. 6. Effort to Obtain Competition: Competitive quotes will be sought directly from vendors from whom these products are available. These items were previously procured via Blanket Purchase Agreements (BPA), there is vast amounts of historical static pricing among several vendors. However, BPA's are not available at this time and the new solicitation of BPA's are in the process of being awarded. These cannot be procured via Government Purchase card due to the number of items requested in this CAP order (#88581). The requirement has exceeded the micro-purchase threshold and now requires this to be acquired through other means. 7. Effort to remove barriers to/increase competition: For future requirements, the CAP office will conduct a thorough review of the marketplace to ensure that any/all barriers to competition are removed so that competition can be obtained to the maximum extent practicable. 8. Market Research: Research was conducted via the internet and direct contact with vendors for pricing information. Market research identified three small businesses that can fill this requirement. 9. Interested Sources: 1) A&T Networks, 9861 Broken Land Pkwy STE 154 Columbia, MD 21046 2) Woodlake Technologies, 666 W Hubbard, Chicago, Il 60654. 3) Compusult 40 Bannister St. PO Box 1000 Mount Pearl. NL. Canada A1N 3C9. 10. Other Factors: Executive Order 13164 requires all Federal agencies to establish procedures on handling requests for reasonable accommodation for civilian employees; to include wounded service members. The CAP office time frame for processing an approved request is not later than 30 business days from the date of the request. As a result delivery for this acquisition is not later than 20 days after the date of award. End Attachment B
